  • The Village of Lake in the Hills Public Works Department is seeking an experienced public works professional to serve as its next Deputy Public Works Director.  While operations are currently running strong, the department is looking for an additional team member who will challenge the norm, provide oversight and guidance related to purchasing, competitive bidding, and contract management, while also overseeing a number of the administrative functions of the department.  

    Lake in the Hills is a home rule community of just under 30,000 residents, occupying 10.3 square miles of northeastern Illinois in McHenry County.  The Department has an operating budget of nearly $14 million and consists of five divisions:  Administration, Airport, Public Properties, Streets, and Water.  The position will assist in the oversight of the department’s operations; including the management of programs related to right-of-way operations, roads, signs, stormwater systems, public properties, lakes and creeks, urban forestry, fleet maintenance, trash and recyclables collection, potable water production and distribution, snow and ice control, and airport operations.  Leadership strives to provide a high level of service to the residents while fostering a refreshingly positive work environment.  In exchange, the department’s 45 dedicated employees are eager to perform and have years of institutional knowledge to share.  

    A successful candidate will demonstrate experience as a leader of multiple operations, have a track record of moving projects through to completion, be capable of conducting research and providing critical analysis of findings, and be a strong writer.  Candidates should have a track record of leading with accountability, demonstrating responsibility for their actions and expecting accountability from all levels of their department staff. The right person will be able to toggle between “big picture” and “day-to-day” management and will require swift and actionable decision-making skills.

    The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
     
    • Assists the Director in overseeing department operations to ensure efficient use of resources and the timely completion of tasks through the development and tracking of both long-term and short-term goals. 
    • Provides leadership and management to assigned staff. Interviews and selects new employees. Provides training and instructions and ongoing development. Provides coaching, counseling, and mentoring to allow for optimal performance. Assigns tasks, reviews work and prepares performance evaluations. Recommends employee transfers, promotions, disciplinary action, and discharge.
    • Serves as Director in absence of the same: assists with agenda preparation, periodic attendance at Board meetings, staff and other meetings; represents the department through membership in professional organizations and attendance at meetings and events.
    • Identifies funding opportunities for Village departments; collaborates with Departments in writing and submitting grant applications; manages the grant reporting process. 
    • Manages the competitive bid process, including managing the preparation of bid requests, bid openings and contract awards for construction and maintenance services within the department’s scope of responsibility. 
    • Participates in budget development, analysis, and financial forecasting for select department accounts; compiles department narratives and capital asset request forms.
    • Conducts analysis using field investigation and data to develop, implement and review business practices, policies, procedures, and programs for the identification of potential operational improvement.
    • Consults and communicates with Director, Village employees, outside agencies and other individuals to review operations and activities, review and resolve problems, receive and give advice and direction, and provide recommendations.
    • Plans and implements Department safety program. Schedules safety training, ensures compliance with work safety standards. 
    • Assists in overseeing planning, design, and construction / maintenance of properties, utilities, and facilities.  Coordinates and supervises activities of consultants, contractors, developers, and builders for contract compliance.
    • Assists in maintaining the department’s asset management program, preventative maintenance scheduling, capital expenditure prioritization and process automation through the use of software, surveys and other tools.
    • Assists the Director with emergency response operations during or outside of business hours; maintain the safety of responding personnel, protection of property and resources, and reasonable use of resources.
    • Researches legislation or other special topics; analyzes and evaluates results; compiles results into reports; makes recommendations to decision makers when appropriate.
    • Reviews and recommends changes to Village ordinances and policies. 
    • Advises the Director to approve or deny proposed subdivision plans and utility permit
    MINIMUM REQUIRED QUALIFICATIONS
    • Bachelor’s degree in Engineering, Business or Public Administration, or related field and six years of public works experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities will be considered. 
    • 2 - 3 years of supervisory experience preferred.
    • A valid Class “D” Driver’s License is also required. 
    • Personal computer skills generally consistent with Microsoft Office applications, including word processing, spreadsheet, presentation, and database software and the internet.

    • Work has standard vision requirements.
    • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
    • Hearing is required to perceive information at normal spoken word levels.
    • Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
    • Work is generally in a moderately noisy office setting (e.g. business office, light traffic), however they may also be performed under all weather conditions and include exposure to inclement weather, noise, heavy traffic conditions, and exhaust fumes.
