Unified Industries Incorporated (UII) has an immediate opportunity for a Quality Assurance Specialist to support the Washington Metropolitan Area Transit Authority (WMATA) Office of Quality Assurance, Internal Compliance, and Oversight (QICO). Candidate will support the Quality Assurance staff supporting the areas of engineering and quality assurance, regulatory compliance, and oversight to ensure compliance with internal standards and policies and applicable federal, state, and local regulations, with the objective of safeguarding the mission success of the agency.
Job Responsibilities
The Quality Assurance Specialist candidate will be responsible for supporting the following activities:
QA and Compliance Audit, Inspection & Investigations Activities
- Support transit engineering, maintenance, service delivery, and safety and security functions, identify underlying issues including systemic items, recommend preventive/corrective actions
- Perform quality audits, inspections, and investigations to evaluate, analyze or review conformance to standards for a service, process, product, or system; compliance with internal policies and procedures; and/or compliance with laws and regulations
- Measuring, examining, testing, or gauging of one or more characteristics of a work process, product, or service, comparing results with specified requirements to establish conformity
Quality Management System (QMS) Program Support Activities
- Support the QMS that provides the framework to coordinate and direct activities to meet customer expectations and regulatory requirements
- Support the QMS program through the continued support of outreach/promotional strategy, materials, and training programs
- Coordinate the development of and review quality documentation (procedures, work instructions, policies, plans) to align with standards and processes
- Perform gap analyses regarding QMS and conduct periodic meetings to present the gap analyses to the stakeholders
- Revise the Quality Management System Plan (QMSP) ensuring it establishes organization-wide quality, responsibilities, and objectives, and meets minimum criteria of FTA and ISO 9001-2015 QMS guidelines
- Provide Document Review/Development to ensure compliance with QMSP
- Maintain/manage document repository answering stakeholders’ requests, ensuring process flows are accurate, ensuring system updates are implemented accordingly, and performing testing
- Support development and revision of Quality Management System Computerized Based Training (QMS CBT)
Regulatory Compliance Support Activities
- Support regulatory compliance and oversight activities including monitoring deadlines, review, and evaluation of submittals to assure compliance with requirements of internal and external corrective action plans
- Provide analysis of historical ratios of Corrective Action Plans (CAP) and recommendations from regulatory agencies
- Perform desk audits of internal & external CAP submittals to verify that all required performance measures defined by external regulatory agencies
Desired Experience/Qualifications/Education
- Minimum of a bachelor’s degree in Business, Urban Planning, Quality Assurance, Project Management, or a related field from an accredited University
- Minimum of 3 years of experience in quality assurance/quality control and/or infrastructure projects
- In lieu of a bachelor’s degree, a high school diploma and 5 years of progressively responsible project/program and business experience in a Quality Assurance quality, industrial, manufacturing, and reliability engineering as well as a strong understanding of maintenance and operations environments will be considered
- Must have excellent written and oral communication skills to interface with executive, senior and mid-level management driving large-scale initiatives successfully throughout the organization
- Self-starter requiring limited oversight and able to work on and deliver multiple tasks
- Experience developing various reports to include detailed reporting as well as higher-level executive reporting
- Ability to build relationships and obtain stakeholder buy-in to Document Quality Management efforts
- Public Transportation/Rail experience a plus
