    JOB DESCRIPTION

    POSITION: Specialized Transportation Manager
    SUPERVISOR: Associate Director
    SUPERVISES: Drivers, Transportation Coordinator/Specialist
    FLSA STATUS: Exempt
    SALARY RANGE: $45,000 - $55,000

    JOB GOAL: Responsible for overall planning, budget, grant preparations, administration and implementation of the physical operation of all aspects of the Specialized Transportation Program in accordance with regulations set forth under multiple funding sources of each aspect of the program. Direct the fiscal and programmatic management of the program in such a way that quality services are provided. Plan and develop new programs; plan, seek and implement additional funding to address transportation needs of Monroe County. Implement and operate private pay component for the Transportation Program.

    DUTIES:

    • Plan, implement and monitor new and existing programs, including budgets.
    • Maintain financial support for all aspects of the Program, including DHHS, Community Mental Health Authority, SMART/MDOT, Monroe County Commission on Aging, Area Agency on Aging, HMO Insurance companies, automobile and workmen’s compensation insurance companies, Michigan Rehabilitation Services, and United Way.
    • Conduct regular billing of funding sources and maintain program expense and income records.
    • Writing and presenting proposals for funding sources.
    • Writing reports that are required by granting agencies.
    • Responsible for monitoring the units of service in regards to projections and tracking unduplicated clients served.
    • Must be trained in Drug and Alcohol Program and complete Reasonable Suspicion training. Must be able to evaluate signs of impairment and make referrals for reasonable suspicion testing.
    • Following agency policies and procedures, including union contract.
    • Responsible for budget expenditures and funding requests from all funding sources within the department, within allowable parameters.
    • Provide administrative direction through the development of policies, procedures, and standards of service in conjunction with Associate Director and supervise the transportation staff.
    • Develop job descriptions and guidelines, as needed for job performance.
    • Screen, interview, and recommend staff for employment in conjunction with a hiring team.
    • Plan and organize the orientation of new staff with Human Resources, provide ongoing in-service training, and evaluate job performance annually.
    • Delegate responsibility to staff and supervise work.
    • Review staff hours and mileage reports.
    • Mediate disputes that may arise among staff or clients. Assure client complaints are processed according to the program appeal procedures and staff disputes according to personnel policies / union contract.
    • Establish and maintain liaison with key providers and other human service agencies.
    • Attend training as required by all local and state funding sources.
    • Participate in MCOP department head and general staff meetings, as well as special projects for the agency when appropriate.
    • Actively participate in Agency fundraisers.
    • Must have the ability to obtain a chauffer’s license.

    QUALIFICATIONS:

    1. College degree preferred or equivalent work experience, with 2 years experience in supervision.
    2. Experience in management and budgeting required.
    3. Ability to relate well with people and work well under pressure.
    4. Social worker background preferred, 2 years experience in non-profit human services capacity.
    5. Must be knowledgeable about community resources.
    6. Ability to provide professional leadership.
    7. Access to transportation during working hours.
    8. Must possess and maintain a good driving record.

    Terms of Employment: Regular full-time (40 hours per week) at MCOP Central Office, 1140 S. Telegraph Rd., Monroe, MI 48161
