    Job Description

    The Radio Technician/Wireless Communications Specialist administers and coordinates the technical operation, maintenance, installation and repairs of the Meeker County Allied Radio Matrix for Emergency Responders (ARMER) radio system. This position is directly responsible for the day to day technical operations of the ARMER system relating to installation and implementation of new radios, maintenance and repair of the entire Meeker County ARMER infrastructure, client work to include equipment installation and programming, technical support, inventory and training.


    Job Responsibilities

    ESSENTIAL DUTIES & RESPONSIBILITIES:



    1. Oversees the planning, administration, maintenance and operation of the County ARMER radio system.

    2. Acts as an expert and liaison with local, regional and state radio system users, boards and agencies.

    3. Develops and maintains a detailed working knowledge of radio systems and serves as a resource to management, employees and clients on system administration.

    4. Develops and maintains a preventative maintenance schedule for all Meeker County Sheriff’s Office radio and related equipment to ensure compliance with standards and regulations.

    5. Performs preventive maintenance such as battery testing/replacement, equipment cleaning, equipment exchanges and other mechanical maintenance.

    6. Management of service agreements with system users.

    7. Supervises the installation, maintenance and repair of communications equipment including base stations, microwave subsystems, control consoles, mobile units, hand-held portables, telephone systems and data systems.

    8. Installs and removes radios and related electronic equipment in motor vehicles and at fixed locations.

    9. Supervises the installation, maintenance and repair of related vehicle electronic equipment including radar units, sirens, computers, recorders, and control units.

    10. Review and recommend operational policies and procedures that ensure the most effective and efficient systems are in place to support the requirements of local users such as law enforcement, fire, EMS and public works.

    11. Creates and reviews needs assessments, system designs, and project management for new and updated communication systems. Makes recommendations based on these reviews and implements plans when approved.

    12. Researches new communications and electronic equipment; analyzes and develops solutions to radio system interference problems.

    13. Assists client agencies in the planning, design, specification, installation, and project management for procurement of new equipment.

    14. Provides client radio and equipment installation and radio programming as needed.

    15. Accounts for time and materials and document work performed for client projects.

    16. Oversees the maintenance of records, inventory, and requisitions; prepares management reports as needed.

    17. Supervises and provides technical direction to communications staff and inspects or reviews work projects for compliance with standards and regulations.

    18. Collaborates with the Sheriff to develop budget requests for operating expenses and capital asset purchases.

    19. Responds to urgent after-hours requests for repairs as needed.

    20. Performs other related duties as assigned or as it becomes apparent in carrying out job duties and responsibilities.


    SUPERVISORY RESPONSIBILITY:

    1. Assign and schedule work tasks as needed for staff.

    2. Responsible for staff scheduling.

    3. Supervises and provides technical and general guidance to assigned staff.

    4. Responsible for training staff to ensure staff is up to date on current law, standards, policy and procedures.


    Education and/or Experience

    EDUCATION and/or EXPERIENCE:

    1. Must have an Associates Degree, Bachelor’s Degree or completion of a Military program in telecommunications, radio communications or related electronic communications field.

    2. Six years of experience as a wireless communications technician or related field.

    3. Two years as a lead technician or in a supervisory capacity.

    4. Experience using Microsoft Office, Outlook, Word and Excel.

    5. Preferred experience with QuickBooks.

    5. Ability to identify policy issues and provide planning direction and recommendations to policy makers regarding operation of radio systems and related technologies.

    6. Ability to understand and interpret legal documents, contracts, agreements and memorandums of understanding.

    7. Ability to interpret technical data and information, engineering designs, interoperable radio technology and communicate the information to a variety of audiences.

    8. Ability to proficiently and effectively trouble shoot and problem solve a wide variety of electronic communications equipment issues.

    9. Ability to respond tactfully, proficiently and effectively to service problems or other issues as they arise.

    10. Ability to effectively provide direction to others in the repair, maintenance, and installation of advance electronic communications equipment.

    11. Ability to pay attention to detail with an emphasis on quality and consistency.

    12. Ability to work both independently and with team members to accomplish tasks, problem solve and complete assigned work with minimal supervision.

    13. Ability to establish and maintain effective working relationships with contractors and
    technical service providers and manage issues or problems related to this work.

    14. Ability to use a personal computer to prepare mobile and portable radio program files of considerable complexity and vendor software for maintaining and troubleshooting equipment.

    15. Ability to use personal computers and related technology to bill for client work, create documents, create spreadsheets, and use of electronic mail.

    16. Ability to maintain the confidence and trust of peers, superiors and the general public.

    17. Ability to exercise rational judgement.

    18. Ability to organize work and perform assigned duties and tasks in an effective, efficient and safe manner.

    19. Ability to be task oriented and prioritize responsibilities.

    20. Ability to provide high quality service, identify users’ expectations and respond appropriately to their needs.

    21. Ability to effectively communicate verbally and in writing.

Additional Information

CERTIFICATES, LICENSES, REGISTRATIONS:

1. Must have a valid Minnesota driver’s license or ability to obtain within 30 day of employment.
2. Must possess an FCC General Class Radio License or ability to obtain within 6 months of employment.

Work schedule is subject to Call Ins, which may vary at times.

Must pass a full background check.

Must pass a physical examination.

For select positions, newly hired full-time employees are eligible to receive $1,000 upon completion of 90 days of employment and an additional $1,000 upon completion of the probation period (typically 12 months) for a total of $2,000.

Newly hired employees, with three (3) or more years of direct experience who are deemed lateral transfers, shall receive an additional one-time $1,000 hiring incentive payment upon completion of 90 days of employment ($2,000 total payment). And an additional $1,000 upon completion of the probation period (typically 12 months) for a total payment of $4,000.

Newly hired part-time employees are also eligible for the hiring incentive for select positions at a pro-rated amount based on anticipated required hours worked.
