  • Provides engineering support, inspection and professional civil engineering for several City operations including but not limited to utilities, street systems, stormwater, and plan reviews. Performs entry-level professional engineering work and supervises project management staff. Work requires independent evaluation and analysis of issues and exercising of judgement, education, and experience to select and apply criteria to resolve issues and make recommendations to appropriate staff. Decision-making includes selection of methods to address issues that is subject to constraints applied by project objectives and direction. Provides reviews of drawing and permits, assists with project design, and facilitates bid and project management.  


    Responsible for reviewing drawings; managing construction bonds; processing applications; conducting inspections; responding to customer inquiries; assisting with contract administration and management, including creation of cost estimates and project manuals; defining solutions to issues; assists in coordination of the bid process; managing project schedules and budgets; developing project scopes and researching design options; obtaining permits; maintains records; planning, designing, operating, and maintaining systems and structures in the assigned area of operation; creating drawings and concepts; reviewing and updating plans; provides assistance in supervision of project management staff; interprets and develops policies; provides quality control duties; calculates and manages assessments; develops and administers the annual Powell bill reports; performs related duties as required. 

    1. Performs project coordination and contract administration; develops cost estimates; creates project manuals and documentation; provides complex support on engineering studies, develops project scope; research design options; assists coordination of bid process; evaluates project risk and takes action to mitigate risks; manages project schedule within assigned budget, and complies with applicable regulations, policies, and procedures.  

    1. Plans, designs, operates, and maintains systems and structures in the assigned area of operation; reviews, prepares, updates, and communicates plans, drawings, and concepts; conducts field reviews; assesses and evaluates project plans and operations; calculates costs; and ensures plans and operations comply with applicable requirements, standards, policies, and procedures.  

    1. Manages project funds and securities; reviews and manages funds; calculates construction bonds and ensures bond meets City requirements; reviews construction and engineering documentation; and coordinates with senior management and attorney to resolve complex technical issues.  

    1. Conducts final inspections to facilitate infrastructure acceptance, warranty, and repair requirements; evaluates projects, proposals, and applications; reviews plans and documentation; and coordinates with developers, inspectors, and other staff to assess compliance with specifications; prepares related documentation, including punch lists; receive approvals; and finalizes and closes projects.  

    1. Provides customer service; coordinates with a variety of internal and external staff, departments, and agencies; and attends meetings to provide professional and technical information; process and evaluate requests; prepare and review technical documentation; ensure compliance with design and project requirements, and applicable regulations, policies, and procedures; and facilitate related departmental operations.  

    1. Processes development and project-related applications; processes, issues, and/or approves assigned permits and certificates; maintains databases; prepares reports; performs billing duties; collects and allocates fees to appropriate accounts; processes invoices and generates payment requests; and reviews, verifies, and analyzes information to make recommendations and ensure accuracy completeness, and compliance with applicable regulations, policies, and procedures. 

    1. As assigned, may serve as lead worker, assigning and monitoring work completion of project management staff to include performance evaluations, coordination of training, and implementing hiring and/or disciplinary procedures.  

    1. Responsible for the preparation of professional civil engineering work performed in the planning, surveying, design, review, contracting, inspection, field supervision, and maintenance of multiple types of municipal engineering projects and systems. Develops entry-level management skill sets.  

    1. Oversees data analysis by obtaining electronic data; reviewing raw data for accuracy; analyzing data for trends; and developing written reports.  

    1. Attends meetings on all types of engineering systems and interacts with internal and external customers to provide assistance as needed.  

    1. Coordinates and assists with annual Powell Bill state street-aid programs; manages special assessment process to include calculation of fees, proper documentation, and approvals.  

    Required: 

    • Bachelor’s degree in Civil Engineering, Construction Project Management, Environmental Engineering, Biological Engineering, or a directly related field.  

    • One year of engineering-related experience.  

    • Valid North Carolina Class C Driver’s License with satisfactory driving record.  

    Preferred:  

    • Two years of engineering related experience with a municipal entity. 

    • Professional Engineer licensure and certification.  

    • Must be able to physically perform the basic life operational functions of stooping, reaching, walking, grasping, hearing, talking, and repetitive motions. 

    • Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects. 

    • Must possess the visual acuity to prepare data and statistics, work with accounting processes, handle proofing tasks, do extensive reading, and operate a computer terminal.
