    The Department of Children, Youth and Families (DCYF) is looking for a Quality Rating and Improvement System (QRIS) Manager to develop and implement a comprehensive and interconnected early learning system within our Early Learning Division.

    The Opportunity:
    This role manages the development of a culture and infrastructure that supports partnerships and collaboration to best meet the needs of all involved. You will manage the continuous quality improvement cycle (CQI) including policy development, procedures, and act as the subject matter expert in QRIS and Early Achievers. You will also lead efforts to create a comprehensive coaching and monitoring system.

    Some of what you will do:
    • Manage the work related to continuous improvement of the QRIS.
    • Ensure work is in alignment with Licensing, professional development, ECEAP/Early ECEAP, Head Start/Early Head Start and other relevant early learning programs/initiatives.
    • Connect and network with state and national experts to inform policy development, implementation, and system integration efforts.
    • Facilitate the creation and maintenance of a collaborative workspace to actively engage in ongoing values and processes work.
    • Develop strategic implementation plans and policies related to implementation of QRIS system changes.
    • Create and maintain a method to track progress on the implementation plans.
    • Draft policies to support the implementation of CQI system enhancements and implementation that advance racial equity, social justice, and inclusion of LGBTQIA communities.
    • Facilitate a process to help partners identify barriers and develop solutions.
    • Establish program priorities and schedule with team members.

    Required qualifications:
    An equivalent combination of education and experience totaling nine years.
    OR 
    A Bachelor’s degree in early childhood education, public administration, or a related field, AND five years of professional experience in two or more of the following areas:
    • Conducting research.
    • Analyzing policies, laws, rules, or regulations.
    • Conducting business analysis and developing requirements.
    • Leading business projects, project management, community engagement and outreach.
    OR
    A Master’s degree in early childhood education, public administration, or a related field, AND three years of demonstrated experience in two or more of the following areas:
    • Conducting research.
    • Analyzing policies, laws, rules, or regulations.
    • Conducting business analysis and developing requirements.
    • Leading business projects, project management, community engagement and outreach.

    In addition to those required qualifications, our ideal applicant will also have some or all of the following:
    • Project Management Certificate or two years project management experience in a public organization.
    • Demonstrated skills in technology applications such as the Microsoft Office Suite, Smartsheet, virtual meeting technology (such as MS Teams) Internet Explorer and/or Google Chrome.
    • Demonstrated previous experience in facilitating a committee, advisory board, or similar work group.
    • Demonstrated knowledge and understanding of equity and a commitment to cultural humility.
    • Demonstrated knowledge and understanding of quality recognition/rating and improvement systems.
    • Demonstrated knowledge, skills, and experience in implementing a QRIS.
    • Demonstrated knowledge skills in contract management including developing scopes of work and negotiating budgets and deliverables.
