    Job Description

    PURPOSE SUMMARY. Perform a variety of specialized or technical accounting duties within the assigned department. Provide excellent customer service to the public and all county employees.

    ESSENTIAL DUTIES.

    • Support the division in the financial administration of the county’s financial policies and procedures; monitor and assist the department with internal controls, internal auditing and reconciliation of accounts to ensure proper ledger postings.
    • Examine and analyze accounting records of department or vendors to verify accuracy of figures, calculations and postings; review data making necessary corrections or lists of discrepancies for adjusting.
    • Process and record invoices and complex journal entries or other transactions.
    • Maintain logs or records and balances and notifies appropriate personnel when limits are reached; review computer reports to identify and trace sources of errors.
    • Maybe responsible for posting accounts receivable and daily deposits; provides customer service in person or by answering telephone.
    • Research to answer questions and resolve routine problems encountered; contact appropriate personnel to resolve problems.
    • May receive and sort all incoming and outgoing mail.
    • Maintain subject matter files and retrieve information. Assure that file records are kept orderly and current.
    • Prepare a variety of department reports as assigned.
    • Prepare special and recurring accounting related reports.
    • Maintain detailed records for filing unclaimed property with the State.
    • Reconcile P-card accounts for all county departments, notify personnel when receipts are due, and review purchases for compliance within county policies.
    • Process Affidavit Letters.
    • Calculate, post, balance, receive and verify a variety of accounts to obtain financial data used in maintaining fiscal systems and/or assists in leading fiscal clerical personnel.
    • Review incoming checks and receipts for proper payee, amounts and signatures.
    • Review accounting documents to verify amounts, extensions, codes, totals, etc., against supporting documents.
    • Review accounting forms for proper completion, amounts, coding, discounts, taxes, etc.
    • Compile and code information for computer input; enter information into computer and verify the output against source documents; and determine appropriate activity codes and accounts required for posting payments and/or make adjustments.
    • Ensure compliance with the provisions of the NM Procurement Code and county fiscal policies, ordinances and resolutions.
    • Promptly respond to telephone calls and written communications.
    • May be required to perform cashier functions within the assigned department.

    ADDITIONAL DUTIES. Other duties may be assigned.

    QUALIFICATIONS.

    A. Education. High School Diploma or equivalent.

    B. Experience. Two (2) years of full-time general bookkeeping experience. Experience in governmental finance or accounting is preferred.

    C. Education/Experience Substitution. In accordance with County Policy.

    D. Licenses/Certifications. N/A

    E. Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Background and credit check.

    KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

    : ordinances and regulations, internal controls governing financial operations of the County including financial statements, general ledgers, budgeting, payroll, accounts payable, accounts receivable, fixed asset control and management directives; principles, practices and techniques of public financial administration and budgeting procedures; Business English, spelling, grammar, punctuation and advanced accounting techniques; basic arithmetic; general office and accounting equipment; computer operation including word processing, spreadsheet, and database software.

    : Analyze and evaluate information accurately and follow policies and procedures; read, analyze, and apply applicable ordinances and regulations.

    : Analyze and interpret fiscal and accounting records and prepare accurate and complete financial statements; Handle sensitive and confidential matters professionally and tactfully; establish and maintain effective and cooperative working relationships with others; work independently; and perform repetitive tasks with minimal errors.
