Business Technology Specialist 2

  • This role serves as a technical leader and project manager for the agency's Salesforce CRM system rollout, IT inventory, and database management. This involves leading project teams, developing comprehensive project plans, and ensuring compliance with agency policies. The role includes consulting with stakeholders to design and modify Salesforce for data-driven decision making, managing IT inventory and conducting audits, and collaborating with the IT team to manage and develop databases. Additionally, they serve as Information Service's purchasing agent, handling IT-related RFPs and vendor management. This individual will assist in managing the department's website content management system, providing support for the primary administrator. This role requires cross-functional expertise, supporting various agency systems and preparing technical reports, encompassing other document management systems and helpdesk issues.

    MINIMUM QUALIFICATIONS:

    A baccalaureate degree plus five years of experience in information technology, project management or business analysis.

    SUBSTITUTIONS:

    1. An associate’s degree in information technology will substitute for the baccalaureate degree.

    2. Two years of experience or training in information technology will substitute for the baccalaureate degree. Candidates without a baccalaureate degree may combine experience or training in information technology and college credit to substitute for the required baccalaureate degree as follows:

    30 to 59 semester hours credit will substitute for six months of experience or training in information technology towards the baccalaureate degree.

    60 to 89 semester hours credit will substitute for one year of experience or training in information technology towards the baccalaureate degree.

    90 or more semester hours credit will substitute for one year and six months of experience or training in information technology towards the baccalaureate degree.

    A maximum of 90 semester hours may be combined with experience or training in information technology to substitute for the baccalaureate degree.

    3. Six years of full-time work experience in any field may be substituted for the required baccalaureate degree. Candidates without a baccalaureate degree may combine work experience in any field and college credit to substitute for the baccalaureate degree as follows:

    30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

    60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

    90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

    120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

    A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

    4. A baccalaureate degree with twenty-four semester hours in computer science, management information systems (MIS), quantitative business analysis--computer science, electrical engineering, information systems and decision sciences, computer engineering, mathematics, telecommunications, or computer information systems will substitute for up to one year of required experience.

    5. A master's degree will substitute for up to one year of required experience.

    NOTE:

    Multiple specialized degrees and/or master's degrees will substitute for a maximum of one year of required experience.

    NOTE:

    A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

    NOTE: Any college hours or degree must be from an accredited college or university.

    Job Concepts

    To serve as a technical lead for business technology activities that are outside of the scope of the Office of Technology Services.

    Business technology activities are those that focus on translating the business needs of the agency that support its mission and objectives into technical solutions. At this level, incumbents serve as technical leads by leading project teams, training lower-level personnel, and by serving as the lead for one or more complex business technology program areas of significant scope and complexity.

    Reviews requests for complex business technology system changes; evaluates project scope, necessary resources, and associated timeframes. Leads analysis activities for the project team.

    Makes recommendations to prioritize projects related to technology initiatives, business processes, and/or systems. Provides guidance to lower-level personnel on a project basis.

    Participates in meetings with various stakeholders; applies understanding of how complex business process changes affect applications development, information security, and other technical activities.

    Develops project plans for large-scale technology initiatives, business processes and/or systems. Provides oversight of project teams as assigned.

    Consults with various agency personnel in an effort to design and modify complex system processes to facilitate information gathering to help support data-driven decisions for the agency.

    Advises on proper testing and documentation protocols. Corrects deficiencies as necessary.

    Provides subject matter expertise in developing course content relative to the assigned technology. Serves as liaison between programmatic staff and technical staff to facilitate completion of complex, large-scale projects.

    Prepares complex technical reports for assigned projects. May review and edit reports prepared by lower-level analysts.

    Ensures compliance with applicable laws, policies and procedures relative to technology initiatives, business processes and/or systems.

    Provides recommendations on new and emerging technologies; this may include assessing software products, tools, and training courses, as well as developing specifications for complex RFPs.

    Coordinates with information technology vendors and contractors relative to the assigned technology.

    Pay: $61,256.00 - $110,282.00 per year
