Regional Agency Director is responsible for all facets of sales performance for insurance agencies within a designated geographic area. Develops policies, objectives, and initiatives for agencies in the region and is responsible for ensuring the region meets its projected goals. Being a Regional Agency Director coordinates operations with those of other regions. Directs agency and district managers in achieving their goals and objectives of securing the optimum volume of high-quality business at proper cost. Additionally, Regional Agency Director is responsible for number of premiums written per region. Requires a bachelor's degree. Typically reports to top management. The Regional Agency Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure.   • Under the direction of the Executive Director, this position is responsible for providing leadership for all aspects of services provided by the Harbor Regional Center (HRC) Department of Community Services. These services must be provided in accordance with the regional center’s contract with the California Department of Developmental Services, the California Welfare and Institutions Code (those Sections designated as the Lanterman Act), relevant sections of the California Code of Regulations (particularly Title 17 and Title 22), and policies established by the Harbor Regional Center Board of Directors. HRC’s Mission, Vision, Guiding Values, and a strong personal commitment to the principles of Person Centered Thinking and Planning must also guide leadership and management decisions. The Director of Community Services oversees provider relations, resource development and vendorization, contracts, and clinical services.

    ESSENTIAL DUTIES

    Serves as a member of the organization’s senior management team; provides leadership to staff to strengthen programs and operations; promotes the Center’s goals and philosophies to staff; participates in management committees; provides staff support to Board committees; and actively cooperates with others in support of the Center’s goals.

    Provides leadership and management for the Department of Community Services, including service provider relations specialists who provide support and training for service providers and resource developers who identify and assist potential service providers through the vendorization process.

    Facilitates problem solving in complex circumstances involving individuals with developmental disabilities, their families, Regional Center staff, direct service providers, and other community-based organizations.

    Develops collaborative relationships with staff at the Department of Developmental Disabilities Services (DDS) and the Association of Regional Center Agencies (ARCA). Attend and actively participate at statewide meetings, assist DDS in gathering information via surveys, and seek clarification as needed regarding directives issues by DDS.

    Fosters collaborative relationships with community partners and community-based resources serving people with developmental disabilities and their families including other Regional Centers, and state licensing agencies.

    Facilitates problem solving in complex circumstances involving individuals with developmental disabilities, their families, Regional Center staff, direct service providers, and other community-based organizations.

    Supervises the analysis, implementation, and monitoring of vendor rates. With departmental and other agency staff, advocates for fair and market-based rates for service providers. Is knowledgeable regarding business planning, best practices in business operations, and required auditing, record keeping and billing practices.

    Must act as a business advisor, working in consultation with the Chief Financial Officer, to evaluate and implement initiatives that involve different departments, processes, and systems.

    Analyzes data and trends and identifies needs for resource development. Responsible for managing Requests for Proposals (RFPs) and requests for Letters of Interest (LOIs) for potential new service providers. Manages HRC’s Community Placement Program/Community Resource Development Plan (CPP/CRDP). Oversees, reviews, and signs all service provider-related service contracts for HRC.

    Responsible for overall job assignments, establishment of clear and consistent performance expectations, and utilization of departmental resources within the Community Services Department to best accomplish the Vision, Mission, and Guiding Values of the agency.

    Serves as ‘point person’ for housing development for those who are difficult to serve and communicates with statewide programs in the area of housing and statewide residential services.

    This position requires exceptional interpersonal, written, and verbal communication skills to articulate, and explain complex systems and processes to service providers, staff, board, and other stakeholders in a clear, non-technical manner. The Director leads special projects and must clearly communicate to all involved.

    EDUCATION AND EXPERIENCE

    Must have at least ten (10) years in relevant human service settings with increasing management responsibility.

    Bachelor’s degree required. Master’s degree preferred. Relevant fields include but are not limited to social work, education, and business administration.

    Nonprofit experience a plus.

    KNOWLEDGE AND SKILLS

    Clear understanding of major state and regional center programs and initiatives including, but not limited to the following: Home and Community Based Services (HCBS); HCBS Final Rule; Community Placement Program/Community Redevelopment Program (CPP/CRDP); Rate Setting and Rate Implementation processes, DSP Workforce Initiatives, and the Employment First Initiative.

    Should be an adaptable multitasker, with the ability to control and move forward on several priorities simultaneously; this includes switching priorities as required without losing momentum.

    Strong problem-solving skills and demonstrated ability to apply independent judgment in critical situations; conflict resolution skills. Ability to identify potential issues that may arise (trouble shoot).

    Capacity to be flexible and work in a changing environment including flexibility to work varied hours including occasional evenings, nights, and weekends.

    Physical requirements:

    Will spend time sitting, utilizing the computer.

    Will spend time standing/walking throughout the facilities and group homes.

    May lift up to 15 lbs. periodically. If more, the incumbent must request assistance.

    May stoop or stretch to access file cabinets, shelves.

    The individual in this position may operate any standard office equipment including telephones, copy machines, scanning equipment, computer peripheral equipment, etc.
