    The City of Charleston, Illinois is seeking an organized, motivated, and experienced planning professional to become its next Community Development Director.

    The purpose of this position is to plan, direct, manage, and oversee the activities and operations of the Community Development Department including long-term planning, private development review, building permit and code enforcement, and economic development operations. The Community Development Director provides high quality service to the community, and advances important policy goals and organizational values established by the City Council. The Community Development Director provides highly responsible and complex administrative support to the City Manager and Deputy City Manager.

    Duties Include:

    • Development Services including: Planning Services, Zoning Services, Town / Gown Services, Annexations and Annexation Agreements, Property / Lease Agreements, US Census Coordination, GIS / Mapping Services, Economic Development Activities, Management of TIF Districts, Management of Enterprise Zone Districts, Management of Business Development Districts, Grant Writing, Grant Management, Inner Department Coordination and Community Relationships. City Planning: Shall be responsible for planning and for the maintenance, modifications and alterations of city planning documents including the comprehensive plan as adopted by the City Council. The Community Development Director shall further maintain the status of action items and other planning and economic development projects as directed by the City Manager and/or Deputy City Manager.
    • Unified Development Code Enforcement: Shall be responsible for the enforcement of the Unified Development Code set out in Title 10 of this Code. For the purpose of Title 10 of the City Code (Unified Development Code), the Community Development Director title shall be interchangeable with the title City Planner and/or Building Code Official.
    • Building Services including: Plan Reviews and Inspections: site plan review, building plan review and construction inspections.
    • Building Code Enforcement: Shall enforce the City’s adopted Building Code and other related codes as set forth pursuant to the provisions of that certain document as detailed in Title 9 (Building Regulations).
    • Nuisance Code Enforcement: Shall enforce the City Code, Property Maintenance Code Compliance, Visual Blight / Trash enforcement and Tall Grass and Weeds enforcement.
    • Grant Administration: Shall be responsible for the administration of the City Revolving Loan Funds, Tax Increment Financing District (TIF) and funds, Enterprise Zone District (EZ) and funds, Business Development District (BD) and funds, and may serve as the City liaison with the Coles County Regional Planning Commission or other consultants hired to administer other types of grants relating to this office.
    • Compliance Inspections: Shall conduct or cause to be conducted field inspections of properties for compliance with the ordinances of the City, particularly with respect to building, zoning, and property maintenance matters.
    • Record Of Violations: Shall keep a record of all violations of City building codes, the Unified Development Code, and other related ordinances.
    • Special Assignments: Shall investigate certain matters when requested by the City Manager and/or Deputy City Manager or members of the Board of Zoning Appeals and Planning or the management person designated by the City Manager and/or Deputy City Manager to investigate matters referred with respect to building codes and the Unified Development Code of the City.
    • Supervision: Shall supervise the City Planner, Assistant Planner, GIS Coordinator, Building Code Official, Electrical Inspector, Plumbing Inspector, Compliance Inspector, any other inspectors hired by the City from time to time.
    • Written Reports: Shall render such written reports as may be required by the City Manager and/or Deputy City Manager or by the Board of Zoning Appeals and Planning.
    • Performs other duties as assigned.

    Qualifications:

    • Bachelor’s degree in planning, architecture, engineering or related field. Equivalent training and experience will be considered. Minimum of five (5) years of planning or related experience is preferred. Possess a thorough knowledge of Federal, State, and Local laws dealing with planning, zoning, building codes, grant administration and community assistance programs.

    Compensation and Benefits:

    • The anticipated starting annual salary range is between $75,000 and $90,000 or – based on education and previous experience. This is a full-time, exempt position with the City.
