Director of Finance
OBJECTIVE:
To ensure proper accountability of all monetary systems within the North Central PA Planning and Development Commission and North Central Enterprises, Inc.
ESSENTIAL FUNCTIONS OF THE JOB:
The essential functions of the job include but are not limited to the following performance measures:
1. Supervises the functions of Accounts Payable, Accounts Receivable, Payroll and General Ledger; monitors, evaluates and trains Finance Department staff.
2. On a monthly, quarterly, and annual basis closes the General Ledgers, ensuring all accounts balance, make appropriate adjustments.
3. Verifies and approves bank reconciliations.
4. Produces and summarizes the hours reports, expense vouchers and general ledger backup for funding agencies for North Central Commission and North Central Enterprise.
5. On a monthly, quarterly and annual basis as required, produce financial reports for funding agencies; ensure government guidelines are being followed and funds are received on a timely basis.
6. Maintain historical accounting information according to state and federal regulations.
7. Monitors budgets and expenditures, reporting necessary information to responsible program directors.
8. Oversees maintenance of contract files of current year funding and programmatic contracts, awards and agreements.
9. Maintains accounting depreciation and asset records.
10. Maintains accurate personnel/fringe/indirect costs for budgeting purposes.
11. Assists with preparation of annual W-2 forms.
12. Assists supervisors with agency annual budgets and modifications.
13. Assists with special event insurance, general liability, property, automobile and professional liability insurance programs.
14. Manages accounting records for acquisitions by North Central Commission and North Central Enterprise.
15. Coordinates activities and reports to the Audit & Finance Committee on financial information.
16. Manages, coordinates, reports, and collects data for the Annual Single Audit and Program Audits.
17. Attends Board and Committee Meetings to answer financial questions or concerns.
18. Assists Auditors with information collection for the Annual 990 Report.
19. Performs other assigned duties as required for the success of the organization.

INTERFACE:
Internal - Must interface positively with the entire Commission staff.
External - Must maintain positive rapport with auditors, the Solicitor, state and federal program officers and fiscal staff members, like agencies and software representatives.
QUALIFICATIONS:
Education – 4-year degree in accounting, preferred.
Experience – 2 years’ experience in accounting at the directorship level, with some exposure to a non–profit environment.
SPECIAL REQUIREMENTS:
· Valid driver’s license; must be willing and able to travel locally and regionally on an occasional basis.
· Must have good analytical skills and an extremely high level of numeric aptitude.
· Must have good interpersonal skills and the ability to deal with people.
· Must have a high level of verbal aptitude and good communication skills.
· Must be able to direct, control or plan the work of others.
· Must be able to make judgments and decisions.
