    The purpose of this class is to perform complex administrative work for the Risk Management and Safety Department. Under limited supervision by the Director Risk Management & Safety, work involves general oversight of the safety practices and program compliance of all County departments, facilities, and operations. The Deputy Director Safety will implement and train departments on safety and claims-reporting protocols. The incumbent in this position will also be responsible for reading and interpreting federal, state, and local guidelines and implementing them throughout the County.

    Departmental testing may be administered during interview.

    Duties

    ESSENTIAL JOB FUNCTIONS

    • Assists the Director Risk Management and Safety in planning, coordinating and managing the daily activities of the Risk Management and Safety Department; performs duties of Director Risk Management and Safety as required in his/her absence.
    • Manages and participates in the development and implementation of goals, objectives, policies and priorities for assigned safety and claims-related programs; recommends and administers policies and procedures.
    • Supervises assigned staff. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; recommending and approving employee discipline; and recommending discharge as appropriate.
    • Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; and offers advice and assistance as needed.
    • Revises and maintains the County’s Safety Manual; interprets policies and procedures for County personnel as required.
    • Drive improved safety management performance by operationalizing the design, analysis, and delivery of safety related information (metrics/benchmarking).

    • Establishes standards and procedures for all matters relating to safety training and investigations.
    • Plans, organizes, schedules, communicates, and implements various safety training programs for County employees, which may include new employee orientations, new supervisor orientations, and driver's safety.
    • Coordinates and participates in the activities of the County Safety Committee
    • Assists the Director Risk Management and Safety in ensuring County and departmental compliance with applicable safety-related laws, regulations, and guidelines.
    • Coordinates safety activities and functions with those of other County departments and divisions, and outside agencies as appropriate.
    • Reviews reported worker’s compensation injuries, near accidents and/or misses, over utilization, abuses and circumstances surrounding every claim.
    • Ensures completion of documentation for federal programs such as Occupational Safety and Health Administration (OSHA); maintains OSHA 300 logs and statistics; and prepares annual reports.
    • Provides special projects and strategic planning support and assistance to the Director Risk Management and Safety; conducts research and analysis; and prepares recommendations, reports and presentations regarding a variety of risk management and safety areas.
    • Develops data analysis reports for the department; performs analysis on weekly and monthly basis; makes policy and operational recommendations to Department Head based on statistical analysis. Assists in preparing complex reports and metrics.
    • Provides information to and assists County supervisors in resolving safety issues in accordance with County policies, procedures, and pertinent laws and regulations.
    • Assists Director Risk Management and Safety in preparing departmental budget and capital improvement plan.
    • Plans, coordinates and manages the implementation and administration of a comprehensive safety program for Dorchester County.
    • Promotes safety awareness through various programs, activities and contact with employees. Administers the County’s safety incentive program.
    • Provides technical assistance and direction to personnel and departments regarding attaining and maintaining compliance with safety regulations and standards.
    • Conducts safety audits and inspections of facilities and equipment; monitors employees’ exposure to toxic dusts, chemicals, gases and other hazards; and recommends corrective action if conditions may jeopardize employee health and productivity.
    • Administers, coordinates and records federally mandated County Employee Drug and Alcohol Testing Program.
    • Will be on-call 24/7 for emergency operations as assigned.
    • Receives and responds to employee/public inquiries, concerns and complaints regarding safety-related policies, procedures and department services.
    • Assists Director during emergency operations as needed.
    • Attends training, meetings, seminars and conferences as appropriate to stay abreast of legislation and trends in risk management and employee safety programming.
    • Represents the Director in meetings and other functions as directed.
    • Prepares complex and confidential correspondence, memoranda, reports, etc.
    • Performs other related job duties as assigned.

    Qualifications

    Education and Experience:

    • High School Diploma/GED equivalent with a minimum of five (5) years safety-specific experience with progressive responsibilities and OSHA 10/30 or similar safety-related certification.

    • Bachelor’s degree in safety, environmental health, risk management, business administration or a closely related field is preferred.


    Special Qualifications:

    • Must be AAA Driver Instructor certified or able to attain certification within 6 months of employment.
    • Must have and maintain a valid South Carolina driver’s license with a safe driving record.
    • Excellent customer service, verbal and written communication skills.
    • Intermediate computer skills to include Word, Excel, PowerPoint, Outlook and other productive platforms. (RMIS software experience desirable).
