Risk Management Director manages and administers an organization's risk-management programs. Implements policies, procedures, and controls to monitor and minimize the risk exposure of assets. Being a Risk Management Director researches internal and external risk factors including economic, market, and regulatory risks that may affect the organization. Routinely evaluates the effectiveness of procedures and collaborates with internal stakeholders to monitor changes in the business environment. Additionally, Risk Management Director manages statistical analysis and designing of financial models to predict the risk exposure of an organization's assets. The Risk Management Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget.     Job Description

    Under general direction, the Assistant Director of Risk Management provides leadership and direction in all aspects of department personnel matters, policies, procedures, and practices of the municipality directly assisting the Director of Risk Management. Employee performs risk management activities in the areas of citywide safety initiatives, claims processing, claims mitigation, federal and non-federal drug and alcohol testing matters including maintenance of safety sensitive employee pool lists, and ensures compliance with DWC 74 / physical demands assessments. Employee will make decisions on a regular basis ranging from routine to complex and will provide guidance to City departments on routine to complex inquiries which require tact, courtesy, and diplomacy. The employee ensures compliance with State and Federal regulations.


    Job Responsibilities

    1. Assists the Risk Management Director with Risk Management matters daily.
    2. Directs, supervises, and monitors work activities of department staff.
    3. Assists with development, implementation and maintenance of the city-wide safety program which includes hazard mitigation, training, inspections, and Texas Commission on Environmental Quality reporting oversight. Serves as a link between management and employees by answering questions, providing policy guidance and helping resolve work-related problems.
    4. Assists in collecting risk management data to use for department forecasting during the annual budget preparation
    5. Assists with development, implementation and maintenance of Risk Management policies and procedures.
    6. Oversees activities of safety coordinators and collaborates with safety officers for safety-related matters.
    7. Assists with all city-wide fire evacuation procedures and fire inspections in collaboration with the Fire department.
    8. Assists with tracking of DWC 74 department submissions and provides guidance to departments on completion.
    9. Assists with completion of physical demands assessments for citywide positions in collaboration with HR.
    10. Periodically reviews federal and non-federal safety sensitive employee pool lists for accuracy and may provide guidance to departments regarding safety sensitive designation.
    11. Assists with tracking of safety sensitive contingency hires as they relate to drug and alcohol testing matters.
    12. Assists with Federal Motor Carrier Administration (FMCSA) Clearinghouse administrator responsibilities with regards to annual data reporting and maintenance of users and queries.
    13. Assists with Federal Department of Transportation Management Information System reporting procedures and data gathering as it relates to the drug and alcohol program.
    14. Ensures that record destruction practices and reporting for Risk Management record custody are timely submitted as per governmental codes and adhere to City Secretary policies.
    15. Processes public information requests {PIR) related to Risk Management and coordinates with Risk Management administrative staff and City Secretary's Office staff to insure timely response of PIR items in accordance with state laws and regulations.
    16. Periodically reviews workers compensation classification code/rate system for accuracy, updates and general maintenance and provides data to HR, payroll and budget as required for employment processing, and budget analysis.
    17. Assists with the administration of the workers compensation program which includes maintenance of claims processing, mitigation, and communication with the third-party administrator assigned to such claims.
    18. Ensures that reporting procedures for all claims are submitted timely and accurate as per applicable TOI/Division of Workers Compensation laws.
    19. Assists in coordinating annual events related to risk and safety.
    20. Oversees submission of monthly newsletter and ensures educational material such as safety bulletins are timely shared to city-wide departments.
    21. Oversees submission of Certificates of Insurance as requested by departments attending outside City events and will counsel with City Attorney Office on these requests when necessary.
    22. Reviews department purchases for compliance of Purchasing & Contracting guidelines and reports discrepancies to the Risk Management Director.
    23. Serves as a member of the Contact Tracing Taskforce when declared necessary by Emergency Operations Management.
    24. May assist in collaborating with City Attorney's office, as needed, by providing requested documentation for the purpose of responding to lawsuits, complaints regarding workers compensation claims.
    25. May represent organization at Texas Division of Insurance divisional hearings such as Benefit Review Conferences and Contested Case Hearings in the absence of the Risk Management Director.
    26. Participates in Quarterly Claims Reviews with Third Party Administrator when required.
    27. Performs other duties and special projects as assigned.


    Knowledge, Skills and Abilities

    Minimum Requirements:
  • 1. Job requires an accredited Bachelor degree in Government, Public Administration, Human Resources, Business Administration or related field of study.

  • 2. Job requires five years (5) of progressively responsible experience in Risk Management and Safety. Municipal management experience is preferred.
    3. Job requires knowledge of risk management functions, applicable laws and supervisory management principles.
    4. Job requires Certified Safety and Health Official certification or ability to obtain certification within two (2) years of hire.
    5. Job requires a current, valid Texas Class C driver's license
    6. Knowledge of workers compensation laws and regulations as per Texas Department of Insurance/ Division of Workers compensation.
    7. Ability to read, analyze and interpret business documents and government labor laws and regulations.
    8. Ability to respond to inquiries or complaints from internal and external sources including customers or citizens.
    9. Ability to prepare technical reports, business correspondence and procedure and policy forms, reports and manuals.
    10. Ability to effectively present information and respond to questions from groups of managers, customers, the public and management.
    11. Must be capable of working in a fast-paced environment.
    12. Must be capable of administering policies and procedure in a fair and proper manner in accordance with city ordinances, policies and procedures, and state and federal laws and regulations.
    13. Must be able to work effectively under pressure and stringent schedules and produce accurate and satisfactory results.
    14. Must be able to establish and obtain departmental goals and objectives.
    15. Must be able to communicate effectively, at all levels, both orally and in writing.


Physical Requirements

1. Office environment working conditions are good and relatively free from unpleasant environmental conditions or hazards with occasional exposure to outside conditions. Job requires work that involves walking or standing most of the time and involves exerting up to 20 pounds of force on a regular basis.
