Overview:
The Program Manager, CAHELP JPA is responsible for the fiscal analysis and oversight of department programs. This position performs high-level analysis, including the impact of legislative proposals on programs, develops fee-for-service models, and recommends strategies for effective fiscal monitoring. The Program Manager also acts as an assistant to the Chief Executive Officer of the CAHELP JPA to contribute to effective operations. This position attends county, regional, and State Department of Education meetings and workshops

MINIMUM QUALIFICATIONS

• Possession of a Bachelor’s degree in Business Administration, Accounting, or a related field;

• Four (4) years full-time experience managing a fiscal operation or fiscal program in a school district setting.

• Two (2) years’ experience supervising staff. DESIRED QUALIFICATIONS

• Possession of a Master’s degree.

• Additional years of experience working in and/or managing a fiscal operation or fiscal program.

• Experience working with Special Education programs.

• Experience working with Behavioral Health programs.

ESSENTIAL JOB FUNCTIONS

• Develops funding models to effectively cost out expenses associated with the operation of various educational services offered by the CAHELP JPA. * Analyzes and interprets legislation related to education and determines the financial impact. * Participates in the development, preparation, review, and analysis of budgets, financial, and statistical reports. * Develops strategies to resolve complex administrative, fiscal, and operational issues. * Assists in the establishment of goals, priorities, and systems for the CAHELP JPA. * Assists in the budget development process. * Attends various county, regional and state meetings. * Supervises staff.

JOB REQUIREMENTS

Experience developing and implementing financial models, adjusting, and modifying models to accommodate change in practices and local, state, and federal laws; working with public school accounting operations; developing complex and specialized fiscal reports; performing complex analysis and compilation of fiscal data. Skill analyzing financial reports, spreadsheets, and documents establishing procedures and priorities, reviewing accounting transactions, evaluating, and implementing processes; researching, interpreting, and applying laws and policies affecting fiscal operations of education. Knowledge of accounting principles, laws and regulations affecting California school finances. Ability to develop consolidated budget plans; establish and maintain appropriate project deadlines; effectively communicate, work and interact with and present to a variety of individuals and groups; exercise sound judgment; train and supervise staff; travel to various locations

Pay: $171,503.04 - $193,004.48 per year
