    Job Description




    The Michigan Lottery was established under the authority of Public Act 239 of 1972 to generate funds to support Michigan’s public-school system and generates revenue through the sale of Lottery tickets at retail locations and over the internet. Profits from lottery revenue are used to supplement state education programs.

    This position is responsible for daily and weekly analysis and reconciliation of Lottery retailer and digital (iLottery) accounting management modules of the automated gaming systems, which is pertinent to the overall integrity of the Lottery. Assist with release of the weekly retailer and vendor EFTs, recording gaming transactions in general accounting ledger, analyzing and reconciling tax and debt withholding data, as well as assisting with monthly and annual tax reporting and filing. Other responsibilities include cash receipts audit, process scanned retailer adjustments, and providing support and backup functions within Financial Gaming unit as needed. Utilization of numerous complex computer systems is required to manage these duties.

    Position Description

    Required Education and Experience

    Education
    Possession of a bachelor's degree with at least 24 semester (36 term) credits in accounting.

    Experience

    Accountant 9
    No specific type or amount is required.

    Accountant 10
    One year of professional experience performing or auditing the systematic classification and evaluation of accounting data and the preparation of related financial and managerial reports equivalent to an Accountant 9 or Auditor 9.

    Accountant P11
    Two years of professional experience performing or auditing the systematic classification and evaluation of accounting data and the preparation of related financial and managerial reports, including one year equivalent to an Accountant 10, Auditor 10, or Assistant Auditor General 10.

    Alternate Education and Experience

    Possession of a Certified Public Accountant certification (CPA) may be substituted for one year of Accountant P11 experience.

    OR

    Possession of a Certified Management Accountant certification (CMA) may be substituted for six months of Accountant P11 experience.

    Based on operational needs, remote work and alternative work schedule requests for this position may be considered. The Michigan State Lottery’s (MSL) main office is located at 101 East Hillsdale, Lansing, MI, however, MSL has a satellite office in Lansing and offices located around the state. Not all MSL positions have the capability to work remotely due to the nature of the position. For positions approved to work remotely, MSL requires a minimum of two in-office days each week. Periodic onsite teamwork, collaboration, and communication with peers and leaders is required for all positions and is essential to the position's success and MSL’s mission and values. Selected candidates approved to work remotely, or a hybrid schedule (combination of remote and in-office), must complete that work within Michigan. Remote work will be determined by management and is not an entitlement. Employees will be provided computers and other essential items necessary to perform state work. Employees working remotely will be responsible for providing other components of a remote office at their own expense, including:

    A secure work location that allows privacy and prevents distractions.
    A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
    Suitable lighting, furniture, and utilities.

    Lottery employees and family members residing within the same household are prohibited from purchasing lottery tickets and from participating as a worker in charitable gaming events licensed by the bureau (i.e., bingo, raffle, etc.).

    To be considered for this position, you must submit to the following initial background check requirement(s). In accordance with Civil Service Regulation 2.07, you may be sanctioned from applying to positions with the State of Michigan, permanently or up to (3) three years, should you fail to pass/submit to the pre-employment drug test. Under Civil Service Regulation 3.06, you may be sanctioned from applying to positions with the State of Michigan, if you make any false statements or omissions of a material fact during the selection process. Civil Service Rule 2-7 requires that all persons who are not currently state employees submit to and pass a pre-employment drug test. This urine sample test must be administered within 24 hours, or your offer may be rescinded. An applicant must remain at the testing site until the testing process is completed and permitted up to 3 hours to provide a sufficient specimen. It is considered a refusal to test if an applicant fails to provide a sufficient amount of urine for a drug test within the allowed time. Positions within the Bureau of State Lottery will require a criminal history background check.
