  • The City of Newport is seeking a professional, experienced, and creative individual to fill the position of Special Projects/Social Media Specialist. Under the direction of the Police Chief, provide staff support to line decision-makers related to social media and special projects.

    This is a part-time, non-exempt, non-benefited position.
     

    MINIMUM/MANDATORY EDUCATION AND EXPERIENCE REQUIREMENTS:
     
    Any equivalent combination of education and experience that provides the applicant with the knowledge, skills, and abilities required to perform the duties as, described.  A typical way to obtain the knowledge, skills, and experience would be a high school diploma or equivalent, AND some higher education/vocational training in general office practices and web design, AND 3 years general office experience.

    KNOWLEDGE: Knowledge of general office practices and procedures, website design, and some HTML code. Knowledge of photo, audio, and video editing programs. Business letter writing and the standard format for typed materials. Methods and techniques of proper phone etiquette. Methods and techniques for basic report preparation and writing. Methods and techniques for record keeping and filing. Customer service and public relations methods and techniques. English usage, spelling, grammar, and punctuation. Social media to include Facebook, YouTube, Instagram, and other social media outlets. Knowledge of First Amendment rights as they pertain to social media.
     
    SKILLS:  High level of skill in the use of personal computers, various related software programs including the spreadsheets and word processing programs. Proficiency with Microsoft Office tools required (Word, Outlook, Excel, PowerPoint).  Strong time management, analytical, organization, and prioritization skills. Strong customer service orientation and skills.   Attention to detail in all aspects of the job.  Exceptional interpersonal skills. Strong oral and written communication skills with a variety of audiences. Skill in business English, spelling, and punctuation. Strong reasoning, analysis, and problem-solving skills, combined with excellent judgment and professionalism. 
     
    ABILITIES:  Ability to establish and maintain an effective and professional working relationship with city management, supervisors, employees, other entities, and the general public.  Ability to effectively function in an intense work environment with numerous interruptions and conflicting demands. Ability to communicate effectively and professionally, both orally and in writing, with individuals and groups.  Ability to communicate complex material in a simple, understandable manner. Ability to honor the confidentiality required of this position. Ability to communicate and interact with a variety of people.  Ability to be self-motivated and carry assignments through to completion. Ability to use discretion and work independently and in a teamwork environment. Ability to enter data quickly and accurately using Word and Excel. Ability to design and create public service announcements, events invitations, recruitment brochures, and flyers. Ability to compose content on social media sites, and effectively interact with public comments, criticism, and questions. Ability to exercise independent judgment, especially with social media sites and Lincoln Alerts.  Physical ability to perform the essential job functions. Ability to lawfully operate a motorized vehicle for City business on a regular basis.

    SPECIAL REQUIREMENTS
    Valid Oregon Driver’s License on date of hire 
    LEDS certification within 70 days of hire The employee is frequently required to sit, stand, reach, and manipulate objects. The employee is required  to sit for extended periods. The position requires the employee to remain focused and attentive for extended periods. The position requires mobility, including the ability to frequently lift or move materials up to 10 pounds, occasionally lift materials up to 25 pounds, and rarely lift or move materials more than 50 pounds.  Manual dexterity, strength, and coordination are required approximately 80% of the time to operate computers, keyboards, telephones, and standard office equipment.  

    WORKING CONDITIONS/WORK ENVIRONMENT
    Work location is primarily indoors where most work occurs in a normal office setting.
