      GENERAL SUMMARY
      The Executive Director of Special Services is responsible for planning, implementing, directing and maintaining the district’s Special Education/ECEAP/Headstart, MLE, Nursing & 504 programs and services; maintaining staffing to ensure that programs and services are achieved within budget.

      • Demonstrates a clear understanding of all legal/policy issues involving state/federal policy programs.
      • Demonstrates understanding of collective bargaining contracts, and participates in negotiations with representative collective bargaining groups.
      • Annually prepares for fiscal audits/program reviews for all programs under the special services department.
      • Participates in annual safety net process for special education teachers.
      • Develops proposals, new programs, budgets and grant opportunities for the purpose of meeting district goals.
      • Monitors district wide and school site based special service programs and/or projects for the purpose of implementing and achieving multiple objectives within area of program and compliance responsibility.
      • Performs personnel functions (e.g. interviewing, evaluating, hiring of all special services staff for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving objectives within budget.


      REPORTING RELATIONSHIPS
      This position reports to the Assistant Superintendent of the district.
      MENTAL DEMANDS
      Experiences frequent interruptions; required to meet inflexible deadlines; requires concentration and attention to detail; may occasionally deal with distraught or difficult individuals.
      MINIMUM QUALIFICATIONS

      Education and Experience
      Washington State Administrative Credential (WSPC) – Special Education endorsement preferred. Masters Degree: Educational Administration or related field. Demonstrated successful administrative experience.

      Required Knowledge, Skills, and Abilities
      Ability to manage time under stressful conditions. Must be knowledgeable of state and federal regulations governing special education in a pre-school through grade 12 public education setting. Must possess organizational abilities and the ability to follow through with details. Ability to manage and provide leadership to the staff serving in the special services department. Human relation skills to work with and problem solve with families/guardians of special education students.

      Allowable Substitutions
      Such alternative to the above qualifications that the Board may find appropriate and acceptable.

      Licenses/Special Requirements
      Requires fingerprinting and background check to determine that there have been no convictions involving physical molestation, abuse, injury or neglect of a minor. Complete Washington State Sexual Misconduct form.
