Sponsored Programs Director directs and oversees externally funded programs for a university/college such as research programs and scholarship programs. Responsible for managing the administrative activities of the program including identifying funding sources, acquiring funding, setting program policies and objectives, and allocating resources. Being a Sponsored Programs Director requires a bachelor's degree. Typically reports to top management. The Sponsored Programs Director manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Sponsored Programs Director typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Qualifications:

    • North Carolina Teacher Licensure
    • Minimum 5 years classroom teaching experience
    • Master’s Degree in education-related field
    • Experience in Fiscal Budget Management
    • Demonstrated experience in Title I, Title II and other federal programs

    Supervises:

    • Federal Program Staff
    • Migrant Program Staff
    • ESL Program Staff

    Essential Job Functions

    • Studies all federal legislation projects and programs for possible opportunities foreducational grants, entitlements, and allocations offered relevant to the needs of the school district.
    • Informs and interprets the effects of current and pending federal legislation.
    • Assists in planning the use of funds available to the school through the various federal programs.
    • Works with designated committees of teachers, principals, and residents in specific programs, projects, or courses of action (i.e. school improvement teams, parent meetings,etc.).
    • Obtains data and application forms necessary to fulfill the requirements of application for Title funds.
    • Considers and evaluates all requests for projects and programs requiring federal grant money, establishing standard practices and procedures for receiving and processing such requests. Approves expenditures.
    • Assumes final responsibility for writing and filing Title I, Title II, Title VII, and 21st CCLC proposals, applications, and amendments.
    • Works in tandem with finance employee responsible for federal budgets.
    • Serves as liaison between school and other agencies on all projects of a joint community nature that involve schools and can be federally funded.
    • Prepares all required reports and maintains appropriate records. Remains current on changing laws and requirements regarding federal funds available to the schools.
    • Recommends and administers assigned federal budgets.
    • Attend trainings/conferences for continued professional development and to keep abreast of changes in rules and regulations of state and federal laws concerning assigned federal programs.
    • Performs other duties and responsibilities as assigned by superintendent of designee

    Physical and Cognitive Requirements
    The major physical and cognitive requirements listed below are applicable to the Executive
    Director of Federal Programs job classification within Hoke County Schools.
    Work in this classification is considered light physical work requiring the exertion of up to 20
    pounds of force occasionally and a negligible amount of force frequently or constantly to move
    objects.
    Must be able to:

    • Operate a variety of equipment including computers, copiers, SmartBoard, and data projectors
    • Operate a motor vehicle
    • Listen and communicate effectively in order to gather, convey or exchange information, including giving instructions, assignments or directions to subordinates or assistants

    • Read, comprehend, and prepare various kinds of communication and information including emails, correspondence, reports, articles, spreadsheets, staff development plans, educational forms and data

    • Apply principles of logical, critical, creative or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions
    • Demonstrate and apply common sense understanding to carry out simple instruction and to make simple decisions

    • Interpret and carry out oral and/or written instructions
    • Demonstrate continued professional curiosity and growth
