    Reporting to the Vice President of the Mid-Atlantic region, the Sr. Strategic Plannign Analyst leads and manages the delivery of key strategic planning, performance assessments and analysis, culture and climate assessments and analysis, and business transformation efforts in support of the acquisition, construction, and conversion of U.S. Navy auxiliary and special mission ships, boats, and craft, as well as Foreign Military Sales (FMS), and life cycle management of boats and craft. This is a contingent position expected to be located in Washington, D.C.

    What You'll Do

    • Provide Strategic Planning to include:
      • Monitoring, reviewing, and assessing changes in DOD, DON, and key stakeholder strategic plans to ensure alignment with NAVSEA plans and objectives.
      • Assisting with managing strategic and organizational planning and execution process.
      • Assessing plans and policies to ensure consistency with strategic objectives.
      • Coordinating with leadership in recommending and establishing strategic goals and objectives.
      • Drafting policy and leadership correspondence associated with strategic direction and guidance.
    • Support performance assessments to include:
      • Establishing and maintaining tools to report performance against strategic plan objectives.
      • Working with programs to ensure Quarterly Execution Reviews (QERs) indices are reported consistently across programs.
      • Developing quarterly reports on trends in performance
      • Assessing performance against business standards such as Malcolm Baldridge Assessment criteria, etc.
      • Assisting in managing and implementing an internal controls process to ensure compliance with federal, DOD, DON, and NAVSEA statutes, policies and guidance.
    • Conduct performance analyses to include:
      • Conducting detailed technical analysis of shipbuilding industrial base issues.
      • Providing recommendations on effective performance measures associated with shipbuilding, conversion, and repair activities.
      • Providing business assessments on primary industrial base partners.
      • Recommending technical standards associated with shipbuilding, conversion, and repair that may be applied across programs.
      • Recommending programs and processes to incentivize industrial base partners to adopt behaviors associated with sound shipbuilding practices.
    • Facilitating culture and climate assessments to include:
      • Applying and implementing a proven, quantitative approach to analyzing culture and recommend initiatives to establish a more effective and efficient culture.
      • Administering Organizational Culture Inventory (OCI) and Organizational Effectiveness Inventory (OEI) assessments.
      • Analyzing OCI and OEI assessment data to determine current culture and recommending targeted levers to influence long-term performance at the individual, group, and organizational levels
      • Performing Life Styles Inventory (LSI) assessments of personnel and provide individual reports with analysis of results and recommended courses of action to affect individual behaviors.
    • Implementing Business Transformation to include:
      • Coordinating and/or executing training in CPI, Lean/Six Sigma, Total Ownership Cost (TOC), and other process improvement techniques.
      • Establishing liaison with business transformation leaders within NAVSEA and DON to stay current in business transformation techniques.
      • Recommending policies and guidance necessary to institutionalize the principles of CPI and TOC.
      • Interfacing with program management offices to identify, document, and replicate best practices.
    • Bid and proposal support if requested.
    • Other duties as assigned.

    What We're Looking For

    Required Qualifications:

    • An active secret clearance is required to be considered for this position.
    • Bachelor's Degree from an accredited university in a related field. 7 - 10 years of specialized experience may be substituted in lieu of a degree.
    • At least 10 years of experience with DoD acquisition processes, in DoD/Navy program management, Industry or Government business management operations.

    • Three (3) years of supervisory experience.

    • Knowledgeable of Navy procedures and Policies (DoD 5000 process).

    • Proven experience communicating with SES/Flag level personnel.

    • Experience with developing, managing, and analyzing budgets, spend plans, schedules and associated reporting/briefs.

    • Self-motivated, possess strong analytical skills and be customer oriented.

    • Clearly communicate ideas to others verbally and in writing.

    • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel,PowerPoint, etc.).

       

    • Strong attention to detail and organizational skills.

       

    • Excellent verbal and written communication skills.

       

    • Demonstrated problem-solving skills.

       

    • Must possess strong time management skills.

       

    • Must be able to work in a fast-paced, changing, and challenging environment.

    • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
