Senior Digital Media Strategic Support Specialist

  • The Alaka`ina Foundation Family of Companies (FOCs) has a potential need for a Senior Digital Media Strategic Support Specialist to support our government customer located at Joint Base Pearl Harbor Hickam, Makalapa Compound, Hawai'i.

    DESCRIPTION OF RESPONSIBILITIES:

    • Participate in various cross functional teams (CFTs) across the command and PACFLT enterprise, as well as integrate and collaborate with Department of the Navy, and U.S. Indo-Pacific Command and its DoD and interagency components.
    • Meet with the Chief of Digital Strategy and Engagement (CDSE) for U.S. Pacific Fleet and other select staff to establish a baseline of current PACFLT enterprise Digital Media, Social Media and Internet presence for assessment.
    • Participate in Information Activities (IA) planning efforts.
    • As required/able attend relevant events in order to ensure PACFLT Digital Engagement Strategy is implemented and incorporated into IO and MISO series and operations as well as make recommendations to refine the digital strategy per quarterly requirements.
    • Collaborate with Chief, Digital Strategy and Engagement (CDSE) (U.S. Pacific Fleet) to maintain the PACFLT content calendar; this includes making recommendations for the calendar and tracking planned events for assessment purposes.
    • Conduct Country and Specific Operations, Activities and Investments (OAIs) Assessments.
    • As directed, conduct assessments of PACFLT enterprise digital media efforts in designated countries and in support of major exercises.
    • Develop specific digital media effects outside the annual and quarterly digital strategy.
    • Collect and review Allied/Partner/Adversary Activity in the Information Environment.
    • Develop monthly, a routine product that captures adversary narratives in various parts of the AO using tools available and in collaboration with the CDSE and other N-codes.
    • Report on the messaging activities of allies, partners, and neutral actors and any impact U.S. or adversary messaging may have on various audiences in the AO.
    • Make recommendations on where future public messaging efforts should focus and the effect, if any, on PACFLT enterprise messaging campaigns on previously identified audiences.
    • Work with the CDSE to build a quarterly sub-strategy for PACFLT enterprise digital content creators to use as a guide for planning and execution.
    • Ensure the sub-strategy is included in annual strategy and derived from U.S. Indo-Pacific Command and PACFLT commander’s guidance.
    • Work with the CDSE to develop and continuously revise digital media content training and assessment processes.
    • Scan/review all PACFLT enterprise social and Internet-based Capabilities (IbCs) to ensure compliance and alignment with PACFLT Digital Engagement Strategy and report to the PACFLT Director of Digital Engagement.
    • Provide recommendations for content creation that meets strategy requirements and aligns with industry best practices.
    • Provide recommendations on latest best practices for social media platforms, tactics and strategies that achieve PACFLT enterprise digital media effects.
    • Recommend and assist in the creation of content for publication.
    • Provide Routine Social Media Assessments Bi-Weekly, Quarterly and Annually of primarily quantitative data regarding PACFLT enterprise social media engagement. Assessments shall capture standard social media data ranging from numbers of followers to engagement with content (likes, re-shares, etc.) and web metrics from the Digital Analytics Program (DAP).
    • Participate in daily (or periodic as directed) ‘stand up’ status meetings with the Public Affairs Director, Deputy Director, Chief, Digital Strategy and Engagement (CDSE) (U.S. Pacific Fleet), and staff. During these meetings provide verbal status updates to the PA staff regarding PACFLT digital media enterprise activities in the previous 24-48 hours and known planned activity for the next 24 hours on social media platforms.
    • Participate in the weekly ‘fleet sync’ meeting with the Public Affairs Director and staff to serve as a subject matter expert on all assessment aspects of digital media applications and make recommendations to the PACFLT Public Affairs and CDSE on best practices for measuring PACFLT enterprise digital media performance and achieving digital media effects.
    • Work with stakeholders (as directed by government) on the best ways to monitor and report on adversary messaging with public affairs equities in mind, especially mis-/dis-/and mal-information.
    • Report on adversary TTPs and make recommendations to adjust aspects of PACFLT media and digital communication efforts. If grave or major mis/dis/mal-information is spotted, notify PA Office with recommendations to counter.
    • Be prepared to support crisis or contingency operations. This may require flex in working hours and will be coordinated with COR. In the event of a contingency, new and emerging deliverables may be required and will be created in coordination with the government leads and other entities as designated by the COR.
    • Conduct assessments of PACFLT enterprise digital media efforts in designated countries and in support of major exercises.
    • Develop specific digital media effects outside the annual and quarterly digital strategy.
    • May be required to travel one to three (1-3) times per year throughout the Area of Operations to assist in exercise/contingency digital media assessments, advise, train and collaborate with subordinate commands, and attend conferences. Probable locations for travel include Yokosuka, Japan and San Diego, Ca.; as well as Guam, Australia, the Philippines, Washington D.C., and local travel on Oahu to INDOPACOM and other components.
    • Other duties as assigned by Supervisor.

    REQUIRED DEGREE/EDUCATION/CERTIFICATION:

    • Must have a minimum of a Bachelor's Degree from an accredited university.
    • Certificates/diplomas from the Defense Information School (DINFOS) and/or other intelligence (especially Open Source) training curriculums, or in the area of Digital Marketing/Engagement can be used in lieu of the Bachelor's degree requirement.

    REQUIRED SKILLS AND EXPERIENCE:

    • General knowledge or familiarity of joint and effects-based planning; maritime and/or joint headquarters experience.
    • Intermediate or advanced understanding/familiarity of social media content creation and social media assessment tools, MS PowerPoint, Word, Excel, Outlook and Teams.
    • Experience three to eight (3-8) years assessing, analyzing, and reporting on digital and social media effects and efforts as well as content creation and digital marketing strategies.
    • Medium to expert knowledge of common off-the-shelf/commercial social media assessment tools.
    • Must be able to travel up to three (3) times per year within Hawai'i, CONUS and internationally.

    DESIRED SKILLS AND EXPERIENCE:

    • A specialization in the INDOPACOM area of responsibility, adversary tactics, techniques and procedures (TTPs) in regard to mis/dis/mal-information, especially in the digital information domain, basic to medium level of skills in Adobe InDesign and Illustrator and basic video editing.
    • Familiarity and experience with DoD Public Affairs regulations and procedures.

    REQUIRED CITIZENSHIP AND CLEARANCE:

    • Must be either a U.S. Citizen or a U.S. permanent resident with a minimum of three (3) years legal residency in the United States.
    • Must have an active Secret clearance.
    • Must have or be able to obtain U.S. Passport.
