    The Union County Elections office is currently accepting applications or resumes for a full-time, 40 hours a week, Deputy Election Director. (Salary range for this position is $41,027 - $45,540 based on qualification) The ideal candidate for this position should have some knowledge or the ability to understand and implement Election Code and related regulatory requirements. Possess the ability to effectively communicate with political candidates, the general public, and staff. Must be detail-oriented and have a high degree of self-motivation.

    ESSENTIAL FUNCTIONS:

    • Manages the operation of the Election department in the absence of the Election Director.
    • Supervises, directs, and evaluates additional Election staff.
    • In coordination with the Election Director, ensures departmental compliance with Pennsylvania election laws and all other applicable codes, laws, rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.
    • In coordination with the Election Director, coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise.
    • In coordination with the Election Director, supervises and coordinates election administration; supplies and processes candidate petitions and expense and ethics reports; prepares notices for offices to be filled from townships, borough wards and school districts; assigns ballot numbers for each position; types, proofs and orders ballots for printing; proofs printed ballots and precinct tally sheets; counts cast ballots where tally sheets don’t match; posts canvass totals; prepares poll watcher and election certificates; evaluates election procedures and makes recommendations regarding revisions.
    • Assists the Director of Elections with the preparation of ballots for election, supervises the preparation, distribution and control of district polling books and election materials, supervises the receipt, processing and filling of voter’s certification after each election.
    • Assists in overseeing the conducting of all County elections, supervises the counting or recounting of votes, certifies results of elections.
    • Assists in planning and directing the registration of voters within the County, ensures that registration records are regularly updated by purging and adding names and addresses, supervises the preparation of master street lists of voters.
    • Assists with the planning and conduct of an address verification mass mailing and other requirements of the Motor Voter Law in conjunction with the state-wide SURE system.
    • Assists in production or computerized ballots for electronic voting machines, absentee, mail-in, and provisional ballots.
    • Performs customer service functions in person, by telephone, electronically, or by mail; provides information or assistance regarding election and voter registration services, activities, forms, procedures, fees, or other issues; responds to routine questions and complaints; researches problems and initiates problem resolution; refers complaints/problems to appropriate personnel.
    • Processes a variety of documentation associated with the election and voter registration operations within designated timeframes and per established procedures; receives, reviews, records, types, and/or distributes documentation; enters data into SURE systems; logs, tracks, or maintains records regarding election activities; compiles data for further processing or for use in preparation of election reports; files, maintains, and stores hardcopy records.
    • Maintains file system of various files/records for election and voter registration; prepares files, organizes documentation, and files documents in designated order; retrieves/replaces files; scans records into computer; shreds/destroys confidential or obsolete documents; conducts records maintenance activities in compliance with guidelines governing record retention.
    • Researches, compiles, and/or monitors administrative, statistical or legal data pertaining to election and voter registration operations; summarizes data, performs routine data analysis, and prepares reports; conducts research of election and voter registration files, legal records, database records, electronic data sources, Internet sites, hardcopy materials, or other sources as needed.
    • Distributes documentation between department/staff members and internal/external individuals/agencies; operates fax machine to send/receive documentation; distributes/delivers incoming faxes, mail, or other documentation to appropriate personnel; sorts, organizes, opens, and/or distributes incoming mail; sign for incoming packages and delivers to appropriate personnel; processes outgoing mail; copies and distributes forms, reports, correspondence, schedules, agendas, or other documentation.
    • Prepares, types, proofreads, and/or completes various forms, reports, correspondence, advertisements, lists, logs, notices, schedules, calendars, charts, graphs, spreadsheets, brochures or other documents related to elections and voter registration.
    • Receives various forms, reports, correspondence, logs, legal documents, newsletters, policies, procedures, manuals, handbooks, directories, reference materials, or other documentation; reviews, completes, proofreads, processes, forwards or retains as appropriate.
    • Communicates and provides information to candidates and the public regarding general election procedures. Communicate with County officials, department heads, County employees, the public and outside businesses and agencies as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
    • Operates a personal computer, general office equipment or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.

    MINIMUM QUALIFICATION:

    • Associate degree in Business, Public Administration or related field.
    • 3 Years of progressively responsible experience in management, office administration, election coordination, voter registration or related field.
    • Must possess and maintain a valid Pennsylvania driver's license.
