    POSITION OVERVIEW: The Director, Integrated Data Quality is an experienced professional with experience in program operations and business development. This position operates multiple programs. The tasks are highly complex and require negotiation and communication skills, organizational abilities, advocacy skills, and overall business acumen. This position is responsible for oversight of all staff and services provided through the Quality Assurance and Compliance Specialist teams.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Assist Site Administrator in the development, implementation, and revision of EARN policies and procedures.
    • Work closely with the Senior Manager-TANF Services and the Manager-Workforce Advisors to ensure quality services regarding job candidate enrollment, activity changes and time and attendance tracking.
    • Remain current on BETP master guidelines as it relates to EARN programs by attending appropriate internal and external meetings/conferences.
    • Work closely with the Manager- WIOA Services and Manager-Universal Services to ensure quality services regarding center registration, WIOA enrollment, activity changes, and appropriately exiting customers.
    • Maintain a working knowledge of WIOA, TANF and other funding sources, as applicable.
    • Ensure effective, accurate and coordinated communications with Funders and County Assistance Office personnel when applicable.
    • Network and establish working relationships with appropriate personnel at the County Assistance Offices as needed.
    • Participate in contract compliance and achievement of program goals.
    • Participate in additional programmatic and agency-wide activities as assigned.
    • Provide analysis and strategic input to Director of Career Services and Site Administrator using real-time data as well as projections, contingency planning and scenario-based modeling to test proposed initiatives.
    • Work closely with the Site Administrator and Director of Career Services to develop internal reports that measure productivity and performance at the team and individual levels and use these reports to drive improvement.
    • Participate in program and WD Unit Total Quality Management Implementation.
    • Partner with Philadelphia Works to use all data quality tools at Centers; ensure accountability to Philadelphia Works data quality standards.
    • Partner with Philadelphia Works to be a thought partner in creation of Data Quality tools that would be useful for the centers.
    • Provide other programmatic support as needed.
    • Directly monitor Quality Assurance and Compliance Specialist teams.
    • Directly supervise Manager, Quality Assurance; Manager, Compliance Specialists; and File Clerk
    • Provide visual charts or graphs to staff, management, and Funders as needed.
    • Work closely with Philadelphia Works R&D to provide narrative reports on the outcomes of our customers and special projects
    • Strategically lead the process improvement needed to make data entry and compliance more efficient
    • Support Philadelphia Works R&D with the creation of data entry guidance in accordance with the state/federal government
    • Monitor data entry completion with an eye for compliance
    • Key point of contact between Philadelphia Works R&D for all data quality and performance issue questions
    • Help provide qualitative details to our reporting of data needs
    • Key person to arrange and coordinate monitoring effects with the Centers and Philadelphia Works

    Qualifications


    QUALIFICATIONS:

    • Bachelor’s Degree from an accredited college or university in Data Science, Computer Science or related field with 7 years of technical experience in a data-driven role and 5 years in a leadership capacity. Or, any combination of education and experience determined to be acceptable.
    • A proven background of leadership experience ensuring all staff are accountable and provided the necessary tools for technical and developmental success.
    • Ability to drive projects across teams, amidst competing priorities.
    • Ability to identify challenges and propose both short-term and long-term solutions.
    • Excellent verbal, written, and interpersonal communication skills.
    • Must be detail oriented and highly organized with strong analytical skills.
    • Able and open to learn new systems and technical processes quickly.
    • Proficient in Microsoft Excel.
    • Must be able to meet deadlines and work on multiple projects on tight timelines.
    • Ability to relate to people of diverse educational and cultural backgrounds as well as government agencies, public officials, and all levels of management.

    PHYSICAL DEMANDS:

    • Position involves mostly sedentary work but may require walking or standing for brief periods of time.
    • Must be able to remain in a stationary position for an extended period.
    • The person in this position needs to occasionally move about inside the office to access filing cabinets. office machinery, etc.
    • Constantly operates a computer and other office machinery such as a stapler, copy machine, and printer.
    • Sitting, standing, reaching, lifting up to 20 pounds.
