  • The Town of Montville is seeking a Tax Collector to join our Finance Department. We offer a competitive salary, along with an excellent benefits package.

    This is a full-time, Union position, and our package includes, Health and Dental, Life Insurance, Long-Term Disability, Automatic enrollment into the Connecticut Municipal Employee Retirement System (CMERS), Voluntary 457b Retirement Plan, Voluntary Supplemental Insurance Benefits to include Cancer and Accident Plans, HSA contribution provided by The Town, stipend provided for waiver of medical coverage, Vacation and generous Sick/PTO policy, including all federal holidays, a Floating Holiday and your birthday!

    Under the general direction of the Finance Director, the Tax Collector performs highly responsible financial and administrative work planning, organizing and directing the activities and administering the statutory responsibilities of the Tax Collector's Office. This includes a variety of routine and complex technical office work in the collection of all real property taxes, personal property taxes, motor vehicle taxes, associated interest liens and/or other designated accounts receivable. This position involves pursuing an aggressive and effective program of prompt and efficient collection and effort with tact and courtesy toward the taxpayers.

    Tax Collector exercises supervision over the training and development of employees of the Tax Collector's Section of the Finance Department.

    ESSENTIAL FUNCTIONS:

    (Not exhaustive)

    Oversees the Town’s tax revenue collection program, including, but not limited to, planning, performing, and organizing the work of the department.

    Plans work according to fiscal year schedule.

    Performs and supervises billing of taxes on real property, personal property and motor vehicle, and other assessments set by the Town. Prepares delinquent and demand notices, prints and mail them out, and responds to any questions from taxpayers.

    Collects current and delinquent taxes, related interest charges, liens, and assessments. Deposits all monies in bank.

    Supervises and participates in the updating and maintenance of the rate books and accounts of all taxable property, on a regular continuous basis. Maintains and updates all accounts of collection. Maintains Ledger of Payments.

    Initiates foreclosures and other legal actions to collect.

    Hears and investigates tax complaints and provides information regarding tax matters to citizens. Answers inquires by telephone or over the counter from lawyers, real estate brokers, Motor Vehicle Department, accountants, taxpayers and others.

    Reviews, interprets and implements procedures necessary to comply with relevant laws, ordinances, and regulations. Keeps tax office current on new laws or changes relating to processing tax billing and collection procedures.

    Prepares legal notices for publication. Prepares liens and lien releases and forwards copies to the Town Clerk.

    Prepares current receipt lists for submission to the Treasurer Office and money.

    Analyzes outstanding accounts and prepares requests for transfer to suspense and recommendations on allowances for bad debts.

    Prepares and administers annual approximation of office budget and gives to the

    Director of Finance to include in the Finance Budget.

    Maintains delinquent list at State of Connecticut Motor Vehicle Department.

    Prepares and Updates list of current addresses and furnish to Assessor.

    Prepares Alias Tax Warrants.

    Balances Checkbook and update ledger.

    Prepares coding of Banks and delinquent taxpayers annually for each new tax levy.

    Maintains interest Charts.

    Provides information to other members of the public, attorneys, and Town Departments.

    Responds to refund requests from tax payers, verifies if all taxes are current and, if so, prints and mails forms to initiate the refund.

    Receives information from other departments relative to changes in properties.

    Submits regular and annual reports to the State Commissioner of Revenue as required.

    Prepares statistical and narrative for the Finance Director, Mayor, and Town Council.

    Supervises automated processing of collection accounts and able to read printouts and interpret data from data processing system.

    Coordinates activities with Tax Assessor and Finance Director to assure timely tax notices and collection.

    Reviews and recommends need for, selection of, private services such sheriffs or legal counsel.

    Supervises the training and development of employees of the Tax Collector Section of the Finance Department.

    Participates in professional organizations to remain current in the Tax Collector profession. Reviews literature and publications, and attends seminars and tax or professional meetings and conferences.

    Knowledge, Skills and Abilities:

    Thorough knowledge of State and Town statues, ordinances, and resolutions governing the collection of taxes and tax accounting. Explains tax collection methods and techniques and trains other personnel in their use, as well as assists with questions and problems relating to various procedures and techniques.

    Thorough knowledge of tax collection principles, techniques, procedures, laws and regulations.

    Considerable knowledge of accounting and auditing practices relative to municipal collection. Ability to prepare and interpret complex statistical and financial reports.

    Knowledge of real land, personal property taxes and mill rates.

    Knowledge of office management procedures.

    Skilled in operation of the following listed tools and equipment: Personal computer or micro-computing device, calculator, portable or mobile radio, phone, copy machine, cash register, scanners, and computerized printers.

    Considerable computer skills (i.e., word processing, spreadsheets, tax collector and assessor software).

    Skilled in compiling, coding, categorizing, calculating, tabulating, auditing, or verifying information or data.

    Ability to handle large amounts of cash.

    Ability to read, understand and apply appraisal techniques. Ability to read and understand Tax Collection manuals and regulations.

    Ability to communicate effectively both orally and in writing. Ability to organize and express thoughts and ideas through written and oral communication including clear, concise, accurate and timely financial reports and statements.

    Ability to 1) perform multiple tasks with interruptions, 2) meet deadlines, 3) perform duties promptly with attention to detail and accuracy, 4) learn the special laws and regulations pertaining to assigned work, 5) prioritize and organize work, and 6) organize and express thoughts and ideas through written and oral communications.

    Ability to work in inclement weather.

    Ability to maintain confidentiality.

    Ability to carry out all responsibilities of the job independently and without supervision. Ability to adjust quickly to changing priorities in a sometimes stressful environment.

    Ability to establish and maintain effective working relationships with state and federal officers, town officials, public officials, residents, members of the general public, other departments and agencies, and co-workers.

    Ability to maintain absolute confidentiality relating to sensitive information.

    Ability to work long hours, evenings and weekends, as required.

    Regular attendance is a requirement of this position.

    QUALIFICATIONS:

    Education and Training

    An Associate's degree in business, accounting, or related field and four years’ experience in tax collection work;

    High School degree; or GED equivalent plus eight (8) years progressively responsible experience in tax collector work or;

    Equivalent combination of experience and training

    Required License/Certification:

    Certified Connecticut Municipal Collector (CCMC) Certification

    Valid Driver’s License

    Must be bondable
