Position Description
Title: Administrative Management Support Programs and Integration Division

Job Summary: The Department of Navy Assistant for Administration (DON/AA) Programs and Integration Division (PID). PID supports the Navy Secretariat by managing key programs, administrative processes, authorized charitable campaigns, and Secretariat events. Events include: Charitable Campaigns (Combined Federal Campaign, Toys for Tots, Feds Feed Families, and Navy & Marine Corps Relief Society), DoD ceremonies, Secretary of the Navy award ceremonies, military retirements, Secretariat Orientation Seminars, off-sites, static displays, and SES large and small group breakfasts and luncheons.
Provide planning, management logistics and protocol services to DON/AAs PID office for various events and conferences. Events may include: Charitable Campaign Fundraising Events, Military and Civilian Award Ceremonies, Retirements, and Morale Team Building.
Period of Performance: This contract is currently scheduled to run for 1(one)-year from April 24, 2023 through April 23, 2024, unless cancelled or extended by the government.
Support shall be provided Monday through Friday, except Federal holidays and coverage shall be provided during the core hours of work, which are between 0800 and 1600, 40 hours per week.
Personnel Qualifications:
Must be able to interface with top Navy Leadership (SES and Flag Officers) in coordinating events.
The scope of tasks shall include work that involves the following functional expertise:
Shall be proficient in the use of Microsoft Word, Excel, Power Point, Publisher and Outlook.
Primary Responsibilities:
Event Planning and Support:
Contractor shall be responsible for entire event planning and protocol support, from start to finish, involving all logistics, protocol and consideration of policy-related matters. Contractor shall create and maintain a plan for every event requirement in accordance with DON/AA guidance, to include but not be limited to the following:
(a) Review event requests and work with customers to finalize details. The vendor will be given event requirements by PID or will obtain them via a web portal. The vendor shall prepare a Plan of Action and Milestone Report for review and approval by PID. The vendor shall prepare weekly status reports due every Monday.
(b) Consult with customer on policy and protocol related to hosting events.
(c) Determine if the proper venue is a commercial facility or a government owned. If commercial, then the contractor shall identify three venues that best meet the event requirements and represents the best value to the government. If Government owned, then the contractor will reserve a venue that best meets the event requirements.
(d) Draft a statement of work and other documents to support the Governments Request for Quote from three vendors.
(e) Conduct event registration and guest RSVP tracking through an online system and with internal PID tracking tools.
(f) Produce rough drafts of event materials such as ceremonial programs, invitations, e-invitations, schedules, descriptions, and visitor information about the surrounding area. The contractor shall submit these materials to PID for approval and forward to DON/AA Publications Management Branch for final production.
(g) Coordinate facility, logistic and protocol support that includes, but is not limited to the following:
Event Execution:
Contractor shall be on site to support event execution. Communication with DON/AA PID is essential to success during event execution. Tasks may include but are not limited to, proper placement of flags, chairs, podiums and other stage items, readiness of AV/IT assets for presentations, and general monitoring of event progress to either rectify a problem or arrange for additional or different support for speakers and participants.
Contractor shall:
(a) Establish and operate a registration table for events requiring registration or check-in, providing name tags,
agendas, and other participant information as deemed necessary.
(b) Coordinate and direct venue services, AV/IT staffs, lighting, staging and related tasks ensuring sufficient
preparation and execution of the event. These tasks include, but are not limited to, microphone and podium
placement, screen projections, flag placement, chair set-up, remote conferencing, catering and related items.
(c) Coordinate with AV/IT personnel to ensure AV/IT support is functioning properly.
(d) Coordinate and provide escort services for guests as required.
(e) Provide usher services to ensure guests are seated in their proper seat.
(f) Distribute event programs when applicable.
Event Assessment:
Contractor shall collect evaluation information during and after the event to provide data to the Government for analysis to include but not limited to the following tasks:
(a) Utilizing the internal lessons learned matrix, gather information during all phases of an event to capture information that will assist the government in analyzing event procedures, coordination and execution. Submit the draft form for the government review and approval no later than (5) working days after the event.
(b) Submit the final lessons learned matrix to the government no later than (5) days after the draft document is approved by the government.
(c) Prepare generic surveys, disseminate the surveys to the charities that participate in DON/AA Charity Fairs and collect the data from the surveys participants in order to capture how the Government can conduct these events in a more efficient and effective manner.

Monthly Planning Meeting Agenda:
The contractor shall submit an agenda for a monthly planning meeting each month on all anticipated efforts in sections (5) of the PWS. The meeting agenda is the plan for a meeting that will last no more than one hour. At a minimum this meeting will include, addressing status and providing a Plan of Actions and Milestones (POAM) of the planned level of effort (labor category and number of hours) to be furnished along with the commensurate efforts from section 5 of the PWS that the contractor intends/plans to accomplish during the next calendar month.
Monthly Planning Meeting Minutes:
The contractor shall provide minutes from the monthly planning meeting within five days after the meeting is held. The minutes shall reflect a chronological, detailed explanation of the topics discussed, the critical decisions made and efforts from section 5 of the PWS to be focused on, and agreed-to timelines. The minutes shall also provide a record for future efforts and shall follow the agenda format with more detailed notes under each section. The minutes will inform updates of the monthly POAM.
Weekly Status Report:
The contractor shall provide a weekly status report which covers at a minimum each of the areas referenced in section 5 of the PWS and the POAM. This report shall assess the status of each planned effort referenced in the minutes, and performed in accordance with the PWS. This report shall include an explanation of the efforts that have been completed, the efforts that are currently being worked on and the efforts that will be worked on over the next month along with the hours spent on each effort. The report shall address specific accomplishments for each effort referenced in the minutes and explain any deviations from the minutes. The report shall include any barriers that the contractor is facing, as well as recommendations for overcoming such barriers. The report shall facilitate the agenda for upcoming planning meetings, discussion during the monthly planning meetings and allow for effective project management.
