    About The Role

    The Regional TTA Coordinator will lead a team of specialists in early education, grants, health, and systems to support the Department of Health and Human Services (HHS), the Administration for Children and Families (ACF), the Office of Head Start, and Regional Program Managers. This role involves delivering outcomes-based Technical Assistance and Training (TTA) to Head Start grantees, enhancing their capacity to sustain improvements independently, foster family engagement, and address community needs.

    Key Responsibilities

    • Support the Regional Office (RO) in developing short, intermediate, and long-term TTA planning to address OHS priorities and initiatives.
    • Manage and coordinate regional TTA services to ensure high quality, responsive, and coordinated outcome-based TTA services and contract deliverables, as well as timely communication and resolution of quality concerns and issues.
    • Leverage data from child assessments, school readiness indicators, and family engagement metrics to assess program performance, identify areas for improvement, and ensure alignment with Head Start Performance Standards—ultimately enhancing child and family outcomes.
    • Implement data analysis and reporting processes that inform and improve the quality, responsiveness, and effectiveness of TTA services.
    • Develop and implement quality assurance processes related to the accuracy of TTA reports and other deliverables.
    • Implement and oversee a system of ongoing supervision and coaching for all TTA staff that supports ongoing professional development and performance improvement.
    • Ensure the completion of at least two formal observations of each TTA specialist in each performance period to assess the quality of TTA provided and determine professional development needs.
    • Develop and implement systems for a coordinated TTA team approach to provide direct TTA to grant recipients.
    • Develop and implement coordinated systems and processes to support the health and safety of children.
    • Ensure the timely and accurate completion of OHS-required reports, including the Annual Regional PD plan, monthly and quarterly aggregated TTA plans, and recipient-specific TTA plans and activity reports.
    • Participate in national and regional work groups and meetings as directed by the OHS.
    • Support emerging OHS initiatives and priorities.

    Minimum Qualifications

    • Bachelor's degree in management, human resources, education leadership or administration or related field from an accredited college or university.
    • Seven years’ experience, with ten years preferred, which includes at least 3 years with the provision of training and technical assistance and 3 to 5 years of progressive supervisory/management experience, and staff development.
    • Experience managing remote‐located staff.
    • Experience coaching staff.
    • Expertise in budget oversight, management, and project quality control.
    • Experience developing, implementing, and managing/improving complex, multi‐faceted projects.
    • Experience in preparing or responding to quality improvement plans (QIPs) or corrective action plans (CAPs), which are integral to addressing federal monitoring findings.
    • Experience working in close collaboration/coordination with multiple entities.
    • Experience using data to improve the quality and effectiveness of TTA.
    • Experience facilitating group discussions and presenting to range of audiences using a variety of formats to include virtual.
    • Ability to type 45 wpm.

    Professional Skills

    • Must possess strong computer skills in MS Office, including Excel, Word, PowerPoint, Outlook, and Teams.
    • Experience using virtual platforms and technologies, i.e., Adobe, Teams, etc.
    • Experience communicating, both orally and in writing, with the ability to adapt to various audiences and formats.
    • Strong analytical, problem-solving, and decision-making capabilities.
    • Team player with the ability to work in a fast-paced environment.
    • Ability to work with all levels of internal staff, outside clients and vendors.
    • Ability to handle sensitive and confidential information with discretion.

    Conditions of Employment

    • Complete a Drug Test.
    • Be at least 21 years of age.
    • Be able to obtain a Tier 2, Non-sensitive Public Trust (Moderate Risk) Clearance.

    Security Clearance/Background Check Requirements

    • Applicants selected will be subject to a government background investigation and may need to meet eligibility requirements for access to classified information.
    • Must be a U.S. citizen or Permanent Resident.
    • Residency requirement - 3 consecutive years in the last 5 years.

    The Work Environment

    • This is a remote opportunity where occasional travel will be required, as needed. Since this is a remote role, must have a dedicated workspace conducive to full videoconferencing (camera and audio) for facilitating webinars and online discussions.

    Work Schedule

    This is a full-time position that typically works business hours Monday through Friday. Hours may vary depending on needs and may at times include travel, evenings, or weekends to meet specific project requirements.

    Physical Requirements/Working Conditions

    • Standing/Walking/Mobility: Must have mobility to walk sites and attend meetings with other stakeholders and employees.
    • Climbing/Stooping/Kneeling: 10% of the time.
    • Lifting/Pulling/Pushing: 10% of the time.
    • Fingering/Grasping/Feeling: Must be able to write, type, and use a telephone system 100% of the time.
    • Sitting: Sitting for prolonged and extended periods.
