Candidate will be responsible for providing Secret Collateral Security, Sensitive Compartmented Information (SCI), Integrated Joint Special Technical Operations (IJSTO) Security, and Special Access Program (SAP) Security subject matter expertise in support of the coordination, execution, management for the USAF Warfare Center security program. Candidate will also be responsible for providing support to security related matters for Nellis AFB, NV training and test events. Tertiary responsibilities may include national level exercises/demonstrations/experiments on behalf of the USAFWC, HAF, and CCMD staff. Assists the local government security professionals and the Project Manager in all duties underlined below.
Your essential job functions will include but may not be limited to:
• Establish, manage, implement, and maintain program and collateral security policies for internal operations as well as exercise level annexes/policies when supporting national level exercises. Execute all SAP/IJSTO security support functions (i.e., Personnel, Information, Physical, and Industrial Security).• Provide initial and annual level special program security training for all individuals owned by the USAFWC STO office. Properly document all annual training per ACC requirements. Provide additional security guidance as needed throughout the year as new requirements come down from ACC.• Provide courtesy initial and annual training, as well as indoctrinations and debriefs for visitors and individuals located on Nellis AFB, and the surrounding areas, which are not locally owned by the USAFWC STO office.• Perform daily personnel security requirements to include, but not limited to, collateral clearance verification, STO clearance verification, and review of pre-requisite clearance paperwork such as SAP related PSQ forms and templates.• Maintain and become proficient in local personnel security databases to include JADE, DISS, and PDAS. Ensure all annual required training is completed to maintain all security accesses.• Create, review, and maintain security folders on all IJSTO cleared personnel IAW ACC STO level guidance. Perform random security folder inspections to ensure that the office is compliant with national level standards.• Ensure collateral security requirements for personnel security are met to include the tracking of collateral clearances and working with the USAFWC collateral security manager to ensure clearances remain within scope.• Perform daily physical security requirements to include proper opening and closing procedures for Sensitive Compartmented Information Facilities (SCIFs) and ensure government approved storage containers are secured at the end of every business day.• Ensure physical security facility guidance and oversight is always maintained and informs local SSO of any changes or issues with SCIF operations and structure.• Conduct random, internal physical security inspections, to include random searches on all personnel coming in and out of the STO facility, in accordance with ACC SOP.• Perform information security duties including properly handling and transmitting classified information. Ensure all cleared individuals are trained and proficient on proper information security procedures during annual training.• Monitor and track the reproduction and destruction of all classified material following strict guidelines on the reproduction and destruction of classified information.• Ensure all industrial security requirements are met to include the review of all active DD 254s.• Coordinate with local bilateral security offices to establish and maintain agreements and understanding of program related coordination between the IJSTO office and local test squadrons.• Maintain and control classified information systems and assist local IT professionals in the implementation of IT standards from a security standpoint. This includes assisting IT personnel in special audit requirements that are required with certain IT systems.• Maintain open relationship with USAFWC collateral and service level SAP security office to coordinate shared security guidance.• Assist local leadership with security guidance if there is a security incident within STO security channels.• Provide exercise/event security support for clients utilizing the accredited STO facility, brief exercise security professional on all local guidelines and requirements to avoid potential exercise security incidents.
Required Skills:
• Minimum of two years of experience in Secret Collateral, SAP, personnel, physical, and information security.• Minimum of one year experience with exercise and/or testing security policies, practices, and procedures. • This position will require a strong ability and willingness to work in a team environment, with demonstrated leadership and customer interface skills.
Desired Skills/Experience:
• Two years of recent experience (within the last five years) with tactics, and exercise/experiment coordination and execution.• Three years of Special Programs Security Officer experience.• Special Program Security Certification (SPSC), Security Fundamentals Professional Certification (SFPC), or Physical Security Certification.• Prior experience providing support for exercises for the USAFWC, Red Flag, and Coalition events.• Intermediate working knowledge of MS Access.
Educational Requirements:
• Associate or bachelor’s degree desired
Security Clearance:• TS clearance with in-scope SSBI required.• Ability to obtain and maintain SCI/SAP clearances required. Current SCI desired.• All hires will be contingent on candidate meeting requirements for and gaining required security clearances.
Travel and Other Requirements:• Routine travel is not expected but may be required based on mission requirements.• Non-traditional work hours will be required at times.• Expectation is that work will be performed onsite.• Occasional telework options may be available with approval from mission partner.
