Telecommunications Engineer

    Studies, designs, engineers, constructs, installs, and coordinates telecommunications equipment, systems, and facilities; performs engineering studies involving equipment, applications, or theoretical analyses.  Performs related duties as assigned.  This is a competitive classification.
    Must successfully complete the examination process.
       Qualifications Appraisal Board (QAB) - Weighted 100%

    1. Plans, designs, engineers, and constructs telecommunications systems

    2. Analyzes telecommunications problems and needs and determines appropriate configurations of telecommunications hardware and software.

    3. Researches, gathers, and compiles relevant technical information and evaluates new products and services from vendors.

    4. Attends meetings, conferences, task forces, committees, events, etc. and remains current on job-specific and Department topics.

    5. Researches federal, state, and local laws, rules, regulations, ordinances, policies, and procedures, and develops long- and short-term plans for updating equipment, adding capabilities, enhancing existing systems, and providing improved telecommunications statewide.

    6. Designs circuitry and implements telecommunications systems.

    7. Conducts engineering studies.

    8. Selects and develops new communications sites by locating sites, conducting radio surveys, filing documents, drawing up documents for approval, drafting construction drawings, and following through to approval.

    9. Maintains and analyzes telecommunications equipment inventory used by DPS and client agencies and verifies proper frequency use and assignment, checks applications for compatibility with existing FCC licensed users.

    10. Prepares radio propagation charts for internal and external client agencies.

    11. Creates manuals for use by system users and provides input, advice, and recommendations to DPS and consultative services to client agencies outside DPS.

    12. Coordinates and inspects the work of Department employees, vendors, service providers, contractors, subcontractors, and others.

    13. Drafts, submits for approval, and implements technical practices, Section policies and standards, and/or participates in the development of training programs.

    14. Monitors assigned networks and telecommunications systems and evaluates electrical power requirements for planned/new systems.

    Knowledge of:

    1.   the principles of radio propagation.
    2.   troubleshooting techniques for electronic equipment and systems.
    3.   the theories, principles, practices, methods, and techniques used in electronics engineering.
    4.   the theories, principles, practices, methods, and techniques used in telecommunications engineering.
    5.   the design principles, applications, and physics of analog and digital equipment (e.g., microprocessors, circuits, controllers, amplifiers, land mobile and microwave radio, multiplexing systems, etc.). 
    6.   report writing techniques required to produce analytical and technical reports in appropriate format.
    7.   publications relevant to the assigned work area for the purpose of obtaining and disseminating information.

    Skill in:

    1.   the use of sophisticated test equipment (e.g., multi-meters for measuring current, voltage, and resistance; oscilloscope for measuring waveforms in time domain; spectrum analyzer for measuring spectral content, etc.).
    2.   composing, editing and proofreading a variety of correspondence, reports and forms.
    3.   developing, leading and participating in teams and work groups for formulating a team approach to problem solving and plan development.
    4.   the application of problem-solving techniques.
    5.   the use of computer software programs.
    6.   the use of computer keyboard devices.

    Ability to:

    1.   develop feasible short- and long-range plans and goals to project and develop programs and projects.
    2.   establish and maintain effective working relationships with those contacted in the course  of assignments.
    3.   effectively communicate orally and in writing with all levels.
    4.   read, comprehend, and interpret complex written materials.
    5.   make presentations to small and large audiences.
    6.   accurately interpret policies and procedures to provide and clarify information.
    7.   research, gather, manipulate, analyze and evaluate information and statistics.Any combination of training, education, and experience equivalent to extensive (5 years) journey-level experience related to land mobile radio Frequency Modulation (FM) two-way radio, microwave, fiber optic, and electronic communications systems (FCC Part 90, Part 101, or military equivalent). Must have technical certification (e.g., FCC General Class License, PCIA or APCO Technical Certificate, CET Journeyman Certificate with a Communications endorsement, or equivalent).

    WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
    Office setting. 
    Travel by conventional vehicles, 4-wheel drive trucks, snow-traversing vehicles, and, where appropriate, riding in fixed wing and rotary wing aircraft, in all forms of weather and conditions (e.g., extreme heat, extreme cold, rain, blizzards, heavy snowfall, icy roads, muddy roads, etc.).
    May be required to work and drive in inclement weather.
    May be required to walk or stand for extended periods of time.
    May be required to bend, stretch, stoop, reach, and climb.
    May be exposed to hazardous chemicals.
    May be required to lift and move heavy, bulky items, equipment, supplies, and materials weighing up to 50 pounds.

    ADDITIONAL REQUIREMENTS:
    May travel statewide and work irregular hours when required. 
    Must have and maintain a valid Arizona driver license.

    Progression to the next pay level/step requires an overall performance rating of at least "Standard" in the last 12 months.

    Must successfully complete the examination process.
