Assists the Director in the management of IT functions and systems operations as well as the delivery of IT services to end-users and customers. As second in charge of the Information Technology Department, this position is accountable for the delivery of effective and efficient customer service and IT service management.
Employee has direct supervisory responsibility for two (2) employees.CORE COMPETENCIES:
Responsible for network and desktop support and applications teams, telecommunications, and regulatory compliance of all technology services programs.
Directs procurement of technology service programs.
Oversees the evaluation, selection, and implementation of technology solutions to support City organizations, to include project management of applications.
Responsible for negotiations with vendors.
Responsible for the City’s enterprise operating system(s) and hardware.
Responsible for organizational training program.
Responsible for identifying, evaluating, and reporting on legal and regulatory, IT, and cybersecurity risk to information assets, while supporting and advancing business objectives.
Responsible for establishing and maintaining the information security program to ensure that information assets and associated technology, applications, systems, infrastructure, and processes are adequately protected in the digital ecosystem of the City of Killeen.
Participates in evaluation, selection, and implementation of technology solutions to support City organizations, to include project management of chosen applications.
Create and manage a targeted information security awareness training program for all employees, contractors, and approved system users, and establish metrics to measure the effectiveness of this security training program for the different audiences.
Understand and interact with related disciplines to ensure the consistent application of policies and standards across all technology projects, systems, and services, including privacy, risk management, compliance, and business continuity management. Assist the IT Director in formulating and implementing Information Security policies, budgets, programs, procedures, and standards for the City.
Lead the information security function at the City to ensure consistent and high-quality information security management in support of the business goals.
Determine the information security approach and operating model in consultation with departments and aligned with the risk management approach and compliance monitoring of non-digital risk areas.
Manage the cost-efficient information security organization, consisting of direct reports and/or indirect reports (such as individuals in business continuity and IT operations). This includes hiring, training, staff development, performance management and annual performance reviews.
Perform other duties as assigned.
