    Exempt Classification - Introduction

    This Classification is considered exempt and is not subject to the Civil Service Examination process.

    This position is open to all candidates, both internal and external, who meet the desirable qualifications.

    Residency Requirement: There is no residency requirement to submit an application; however, appointed candidate must be domiciled within the boundaries of the District upon hire. (The District is in Cook County, Illinois, covering approximately 90% of the county area.)

    Application Submission Information

    Duties: The Treasurer is the chief financial officer of the District, invests and reinvests money in the treasury of the District in accordance with statute 70 ILCS 2605/4.1a, and has the primary responsibility to manage and protect the financial assets of the District with respect to investment and debt. The person appointed as treasurer must devote full time performance of the duties of the office and may hold no other position in public or private employment.

    Desirable Qualifications: Bachelor’s degree in finance, accounting, accountancy or a related field or a Masters of Business Administration (MBA) with a concentration in accounting or finance. Twelve years of professional treasury, accounting, or investment banking experience, including four years in the public sector and four years in an upper management capacity. Substitution: Certification as a Certified Public Accountant in the State of Illinois, or a state which has reciprocity with Illinois, may be substituted for two years of the required experience. Graduate study in finance, accounting, accountancy or a related field may be substituted for the required experience on a year-for-year basis to a maximum of two years.

      • Issuing municipal bonds, including directing work with rating agencies
      • Managing a fixed income investment portfolio and creating cash flow forecasts
      • Compliance work related to statutory laws governing municipal bond issuances and investments
      • Utilizing and setting internal control policies for commercial banking platforms that execute cash and investment transactions
      • Strategic plan preparation and creating revenue and expenditure budgets
