    Description
    The Department for Local Government (DLG) is a multi-faceted service agency of the Commonwealth of Kentucky. Under the Office of the Governor, the Department provides financial help in the way of grant and loan assistance, as well as advising local governments in matters of budget, personnel and other issues relevant to those entities.

    The Counties Branch within the Office of Financial Management and Administration at the Department specifically works with local county elected officials. As a Local Government Advisor III, you will engage in building a strong working rapport with county officials throughout all the 120 counties stretched across the Commonwealth, with the exception of Lexington Fayette Urban County Government and Louisville Metro Government. You will also perform duties that are set forth by the State Local Finance Officer.

    As a Local Government Advisor III, your duties and responsibilities will include but not limited to:
    • Providing technical assistance to counties to assure records comply with state statutes, regulations and the Uniform System of Accounts.
    • Analyzing county financial records and county fee official’s accounting records to assure they are consistent with the policies of the State Local Finance Officer.
    • Preparing correspondence, report findings and make recommendations to State Local Finance Officer on counties’ financial conditions.
    • Travel to county and regional sites to conduct training seminars and workshops on budgeting, financial operations, reporting requirements and other topics.
    • Provide research and planning for local government county officials, Kentucky Association of Counties, Auditor of Public Accounts, Kentucky Area Development and several Kentucky Bond Counsels.
    • Aide in the calculation of property tax rates for all Kentucky counties.
    • Performing other duties as assigned by County Branch Manager.

    Minimum Requirements
    EDUCATION: Graduate of a college or university with a bachelor's degree.

    EXPERIENCE, TRAINING, OR SKILLS: Three years of administrative experience in business, industry, federal, state, or local government.

    Substitute EDUCATION for EXPERIENCE: Graduate study will substitute for the required experience on a year-for-year basis.

    Substitute EXPERIENCE for EDUCATION: Administrative experience in one of the above areas will substitute for the required college on a year-for- year basis. Current or prior military experience will substitute for the required college on a year-for-year basis. Prior military experience will only substitute if the individual received an honorable discharge, discharge under honorable conditions, or a general discharge.

    Working Conditions
    Work typically involves extensive contact with the public. Travel may be required.
    Probationary Period
    This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
