  • Global Risk Review (GRR) provides independent, objective, reliable, valued and timely assurance to the Citigroup (Citi) and Citibank NA (CBNA) Risk Management Committees of the respective Boards of Directors (collectively, the "Boards"), the Citi Chief Risk Officer (CRO), the CBNA CRO, senior management and regulators over the effectiveness of credit, capital and collateral risk management and the ability of the Business and independent Risk Management to identify, monitor and mitigate current and emerging risks. The assessments are undertaken by four core Review functions including: , , and .

    GRR also includes the Global Credit Risk Officer Framework, Risk Management Independent Assurance, and Enterprise Risk & Controls Knowledge and Capabilities teams sponsored by the Head of Global Risk Review. Centralized support to the GRR organization is provided by the GRR Chief Administrative Office, Infrastructure and Strategic Projects, GRR Analysts and GRR Analytics teams. Within GRR, the Enterprise Risk & Controls Knowledge and Capabilities team supports the continual advancement of Citi's risk culture by driving risk and control training Transformation initiatives including the Enterprise Risk Management Training Program (ERMTP), Wholesale Credit Risk Training, and the Risk & Controls Skills Training.

    Enterprise Knowledge and Capabilities Team was newly established with GRR to satisfy regulatory commitment to build and sustain a Enterprise Risk Management Program Training (ERMPT) supporting Citi's Enterprise Risk Management Framework.(ERMPT) is an enterprise-wide risk and control training program that provides a consistent understanding of risk and controls policies and standards supporting ERMF and equipping employees with the behavioral and technical skills to carry out their risk and control responsibilities.

    The Program Director for Risk and Control Skills Training Program reports directly to the Head of Enterprise Risk and Controls Knowledge and Capabilities with day-to-day interaction with the Citi's Risk & Control Transformation Office, Human Resources Transformation team and Head of Risk and Controls Learning & Development. As an integral part of Citi's Risk Transformation, the incumbent is responsible for working across the organization to drive the development and sustainability of a comprehensive enterprise-wide risk management training curriculum to equip Citi employees with the required technical and behavioral skills and competencies needed to carry out Citi's Enterprise Risk Framework and supporting risk and control policies.

    The R&C Training Program is a component of the Enterprise Risk Management Training Program (ERMP) designed to support Citi's Enterprise Risk Management Framework. The objective of the R&C Skills Training Program is to implement and sustain a consistent and comprehensive enterprise-wide technical and behavioral skills training program to equip employees with the capability to carry out risk management and control responsibilities. The R&C Skills Training Program will be aligned to an enterprise-wide annual assessment of employee risk and control capabilities to address any skill gaps or enhancement opportunities. The training program will be deployed in the enterprise-wide learning management system to provide all Citi employees with access to learning modules to help them understand how they contribute towards Citi's risk management strategy by applying risk and control technical and behavioral skills relevant their roles.

    Key Responsibilities:

    • Lead the R&C Skills Training Program as a part Citi's regulatory commitment to establish and sustain an Enterprise Risk Management Training Program supporting Citi's Enterprise Risk Management Framework. Satisfy all program management requirements to meet all milestone and deliverable commitments.
    • Partner with Human Resources and Risk and Control leaders to identify and maintain an inventory of enterprise-wide common risk and control skills through the creation of Core Skills Profiles across all lines of defense, as part of our CO commitments
    • Partner with Human Resources and Risk and Control leaders to evaluate results of the enterprise-wide risk and control skills assessment. Identify material skill gaps and participate in the determination of remediation actions that can be accomplished through training.
    • Provides thought leadership and sets strategy to implement and sustain an enterprise-wide training program addressing risk and control skill gaps.. Partner with Learning & Development to build, buy or curate relevant training programs, drive deployment strategy and marketing. Monitor progress of annual training plan.
    • Partner with the Risk Technical Skills Training Lead to drive the build and sustain risk technical skills training programs supporting Citi's risk categories, e.g., Wholesale Credit Risk, Retail Credit Risk and Operational Risk. Establish and sustain training advisory working groups consisting of representation from all lines of defense. Monitor efficacy training programs and drive continuous improvement.
    • Establish, implement, and own relevant policies, standards, and procedures to operationalize and sustain and Risk and Controls training program and Risk Technical skills training programs.
    • Establish and manage processes and controls to ensure sustainability and monitor efficacy of the training programs, including but not limited to, monitoring training metrics and the implementation of an on-going change control process.
    • Partner with First Line and Second Line representatives to determine target audience of training programs based on skill gaps and enhancement opportunities identified in the skills assessments.
    • Manage multiple stakeholder training governance forums and advisory working groups consisting of senior leader representation from all lines of defense.
    • Serve as Risk & Control key point of contact for Risk & Control Talent Program workstreams.
    • Interact with Risk Project Management Office (PMO) resources critical to achieving regulatory milestones and deliverable commitments.
    • Lead the program through Internal Audit validation to ensure all milestones and deliverables are successfully closed.
    • Support Head of Enterprise Risk & Controls Knowledge and Capabilities in the organizational design and structural operations of the overall ERMP team, e.g., department procedures, onboarding, capacity planning, tec.

    Skills/Competencies:

    • Strategic understanding of Risk & Controls success profiles
    • Experience in Learning, Organization Design, and/or Human Resources, a plus
    • Able to engage with multiple senior stakeholders, build and shape multiple teams
    • Strong stakeholder engagement and program management skills with the ability to scope, direct and manage multiple projects simultaneously
    • Leadership, critical thinking, and innovative problem-solving skills
    • Excellent, clear, and concise written and verbal communication skills in order to negotiate internally at senior levels

    Knowledge/Experience/Qualifications:

    • Bachelor's/University degree, Master's degree a plus
    • 15 years of experience, including 8-10 years' program management experience
    • Working knowledge Risk management, Controls, Audit or Compliance concepts
    • Proficient in Microsoft Office with an emphasis on Microsoft Excel
    • Self-motivated and detail oriented
