Government Accountant
  • St. Andrews Public Service District
  • Charleston, SC FULL_TIME
  • Function: Under the direct supervision of District Manager, performs a variety of governmental
    accounting/bookkeeping functions, including bi-weekly payroll, and accounts payables, as
    necessary.

    Essential Duties & Responsibilities: Work forty hours each week during normal working business hours 7:00 a.m. to 5:30

    p.m. Monday through Thursday.
    • Follow and adhere to St. Andrews Public Service District’s policies, procedures, and
    standards
    • Maintain the strict confidentiality of sensitive information.
    • Responsible for ensuring all laws, regulations and other applicable obligations are
    observed wherever and whenever business is conducted on behalf of SAPSD.
    • Responsible for ensuring work is accomplished in a safe and secure manner in

    accordance with established operating procedures and practices.

    Accounting Perform general accounting work in assigned function areas, which includes fixed asset

    accounting, accounts payable, GO bond, payroll reporting, tax reporting, etc.
    • Perform monthly reconciliation of bank statements in a timely fashion for payroll,
    general ledger, and other accounts; investigate discrepancies
    • Review/post to the general ledger in a timely manner; review entries for errors;
    investigates discrepancies and makes correcting entries
    • Prepare or review payroll reports
    • Review 1099 payments to vendors;file 1099 reporting
    • Prepare Local Government Investment Pool interest reports and compare to monthly
    statement
    • Responsible for understanding all aspects of Accounts Payable
    • Assist District Manager in preparation of the annual budget; Analyze and project property

    tax revenue based on projected revenue information gathered from multiple sources,
    future projections based on market trends, and input from Department Heads for their
    respective operating costs and capital expenditures followed by recommendations from
    the Commission

    • Payroll - Utilize Paychex software to process proper payment of wages, with proper
    deductions, to completion in a timely fashion
    • Accounts Payable-Train on Sage software to understand SAPSD’s process of ensuring
    that property payment of outstanding invoices are made in a timely fashion
    • Cross train to understand how fund transfers are accomplished
    Financial Information Prepare monthly budgetary financial statements for the Commission
    • Assist auditor in all phases of the annual budget audit
    • With direction from the District Manager, review/update/renew annual insurance

    coverage policy with State Fiscal Accountability Authority Insurance Reserve
    Fund

    • Submit/manage vehicle accident/incident claims
    • Maintain inventory of assets
    • Vehicle fleet coverage
    • Facility - property and contents coverage

    Reporting/Compliance Responsible for all reporting performed in a timely fashion and in compliance with local,

    state and federal regulations
    • Responsible for all state and federal tax filings/reporting in a timely fashion

    Other Duties Attends training, meetings, conferences, seminars, etc., as appropriate to enhance job

    knowledge and skills
    • Various responsibilities as they may arise within the Administration Dept.
    • Prepares, processes, types, copies, files and/or transmits various documents, which may

    include tax forms, invoices, statements, expense reports, receipts, spreadsheets, checks,
    budget amendments, various other reports, memos and correspondence, etc.

    • Perform other duties as assigned or required
    Skills & Knowledge: Ability to make sound, educated decisions
    • Ability to understand the principles of finance and accounting, and the standards,
    regulations and laws relating to financial accounting
    • Ability to read and interpret complex materials pertaining to responsibilities of the job
    • Is skilled in accounting/financial mathematics
    • Extremely organized, detail oriented, accurate and thorough in keeping records
    • Ability to work independently, prioritize tasks based on importance and multi-task in a
    fast paced environment with emphasis on accuracy and timeliness
    • Ability to handle confidential information in a discreet, professional manner
    • Ability to process and follow-up on rush items and meet deadlines
    • Ability to effectively present and communicate information verbally and in writing
    • Ability to interact with employees and vendors in a professional manner
    • Ability to be an effective team member and display initiative with an eye toward
    improving efficiency of current system and better utilizing software
    • Proficient with Microsoft Office products (Word and Excel), Google Drive services
    (Docs and Sheets)
    • Familiar with government accounting practices preferred

    Education, Training and Experience:
    At least a Bachelor’s Degree in Accounting, Business Administration, Finance or a related field.

    Minimum of five (5) years accounting experience. Government Accounting experience
    preferred. Utilization of a computerized accounting system preferably Sage Accounting and/or
    Paychex (ideal) or similar package.

    Certified Public Accountant (CPA), Chartered Accountant (CA), Certified Internal Auditor
    (CIA), Certified Government Auditing Professional (CGAP), and/or Certified Government
    Financial Manager (CGFM), and/or other relevant certification preferred

    Salary
    Salary commensurate with experience and other qualifications. This is not a remote position.

    Physical Demands:
    While performing the duties of this job, the employee is frequently required to walk, sit, stoop,
    kneel, talk or hear; handle or operate objects; reach with hands and arms.

    The employee may be required to lift and/or move up to 10 pounds and occasionally lift and/or
    move up to 20 pounds. Specific vision abilities required by this job include close vision, distance
    vision, color vision, peripheral vision, depth perception and the ability to focus.

    Work Environment:
    Duties are performed primarily at a desk in an office setting. Work includes frequent clerical and
    administrative responsibilities and interaction with vendors and employees. The office
    environment is secure and climate controlled. Occasional travel by vehicle may be necessary for
    the purpose of attending educational workshops.

    The noise level in the work environment is usually low to moderate. Individuals are exposed to
    alarms associated with first response service, fighting fires and rendering emergency medical
    assistance.
