    About the Engineering & Program Delivery Division
    This division is responsible for the design and construction of all capital projects and infrastructure required to provide a safe, reliable and efficient transportation system for Santa Clara County. These responsibilities include program and project management, design development, engineering management, project controls, construction management and turnover of various projects that are part of VTA's rail, facilities and highway transportation improvement programs.

    This division is also responsible for the implementation of the projects identified in the 2000 Measure A Program, which includes the planning, design, and construction of the Bay Area Rapid Transit (BART Silicon Valley) Project.     Position Highlights:

    Junior Transportation Engineer
    Under close supervision, a Junior Transportation Engineer performs a variety of entry-level professional engineering duties in connection with the planning, design, construction and maintenance of transportation systems and related projects.

    Assistant Transportation Engineer
    Perform moderately complex assignments and exercise some latitude for independent judgment. You may be assigned specific projects with minimal supervision. and direct the work of lower level engineers, technicians, and others who assist in specific project assignments. . 

    Associate Transportation Engineer - Two positions open at this level
    This is the journey-level class in the professional transportation engineer series. Associate Transportation Engineers typically perform more difficult or complex engineering work, using independent judgment, and typically serve as the project lead, providing lead supervision to lower level professional and technical staff on a project basis. 

    The Ideal Candidate for the Junior Position:

    Has a proven record of professional collaborative ability. They should be a high level communicator, with ability to grasp technical information and communicate it clearly both verbally and in writing. They should have an educational background in engineering and possession of an Engineering-in-Training certificate.  

    The Ideal Candidate for the Assistant and Associate Positions:

    Is well versed in engineering and construction principles in a public transit context. He/she should have an appreciation for project management and be able to collaborate with various stakeholders at a high professional level. Experience working with various light rail systems (e.g. track, overhead catenary, signaling and traction power substations) is a definite plus.

    • Performs routine drafting, engineering computations, research report writing, checking of plans, direction of field operations involved in the gathering and compilation of data for the planning, design and construction of a variety of transportation projects;
    • Assists in the review of design plans and contracts specifications, engineering cost estimates, construction schedules and engineering studies of transportation systems and projects prepared by others;
    • Assists in the planning for and design of new or, improvements to, existing transportation facilities principally by preparing plans, profiles, cross sections, making quantity estimates, or computing stresses and strains;
    • Collects, computes and compiles engineering data;
    • Prepares detailed engineering reports;
    • Prepares and checks legal descriptions for deeds, easements and rights of way;
    • Assists in the review and approval of DBE work progress, contractor's payroll, contract compliance reports and extra work reports;
    • Acts as inspector on small projects or as assistant to a resident engineer on large projects, assists in traffic and transportation studies;
    • Utilizes AutoCAD and other appropriate software;
    • Assists in composing and reviewing Request for Proposal (RFP), or similar documents, for vendor selection;
    • Helps locate transit routes and bus stops;
    • Performs related work as required.
    Assistant Transportation Engineer - Typical Tasks
    • Performs drafting, engineering computations, research report writing, direction of field operations involved in the gathering and compiling of data for the planning, design, and construction of transportation systems and projects;
    • Performs technical reviews of design plans and contracts specifications, engineering cost estimates, construction schedules and engineering studies of transportation systems and projects;
    • Assists in the planning for and design of new, or improvements to, fixed guideways, transit, highway, bicycle, airport and other facilities by preparing plans, profiles, cross sections, making quantity estimates, computing stresses and strains and performing other professional engineering tasks;
    • Prepares and review maps, right of way deeds and legal descriptions;
    • Inspects the construction of projects;
    • Takes field tests, and gather samples for laboratory tests of materials;
    • Writes engineering specification;
    • Makes cost and quantity estimates;
    • Reviews and approves DBE work progress, contractor's payroll, contract compliance reports and extra work reports;

    Associate Transportation Engineer - Typical Task
    •  Performs professional engineering activities related to planning, design, construction maintenance and operation of transportation facilities including fixed guideways, transit, highway, bicycle, airport and other facilities;
    •  Reviews technical reports on transportation systems design submittals, reviews design submittals from contractors for contract compliance and recommends changes to existing planning and design criteria;
    •  Reviews documents prepared by subordinates, consultants, and other parties;
    • Determines route alignments;
    • Makes analyses to determine best design;
    • Develops routes and schedules for transit system facilities;
    • Supervises the design and construction of transportation system facilities;
    • Directs other engineering personnel in preparing final plans and maps;
    • Supervises the preparation of detailed drawing and specifications;
    • Writes reports and makes estimates of a specialized nature in connection with various transportation projects;
    • Makes preliminary designs and estimates for determining budgetary needs for construction and maintenance activities;
    • Performs related work as required.
    When assigned as a project manager, subject to general review:
    • Responsible for technical details of an entire project, such as planning, design, and contract documents, typically involving project coordination and administration;
    •  Resolves technical problems concerning the planning, design, construction, maintenance and operation of transportation facilities;
    • Performs other related duties as required. 
    Employment Standards for Junior Transportation Engineer
    Graduation from an accredited college or university with major work in transportation engineering OR possession of a valid Engineer-In-Training Certificate. 

    Employment Standards for Assistant Transportation Engineer
    Graduation from an accredited college or university with major work in engineering or possession of a valid Engineer-In-Training certificate and two years professional engineering experience on transportation systems or projects. 

    Employment Standards for Associate Transportation Engineer
    Graduation from an accredited college or university with major work in engineering, plus four years of increasingly responsible experience in the performance of professional engineering work in design, estimating, construction, and contract administration, with a strong emphasis in design and construction of transportation systems and projects.

    Registration as a professional engineer in the State of California in a field related to transportation engineering at the time of appointment.Junior Transportation Engineer 

    Knowledge of:
    • Transportation planning principles.
    • Basic principles and practices of engineering design as related to transportation systems and projects;
    • Engineering mathematics and its application to engineering problems, stress analysis, mechanics, and properties of materials;
