Treasury Director manages and oversees all aspects of daily treasury operations to meet the financial obligations of the organization. Oversees cash reporting and forecasting, credit administration, lender compliance requirements, administration of business insurance programs, and debt facility modeling. Being a Treasury Director reviews and approves cash allocation reports, investment records, and expense and earnings forecasts. Develops department policies, procedures, and internal controls. Additionally, Treasury Director ensures policies and procedures meet the organization's objectives, needs, and regulatory body requirements. Requires a bachelor's degree. Typically reports to a director. The Treasury Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Treasury Director typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.   • The Manatee County Clerk in the role as Comptroller to the Board of County Commissioners invests the Board’s funds that are excess to its daily operating needs, as an investment portfolio. The Treasury Management division invests this money according to Florida Statutes and the Manatee County Investment Policy, authorized by county ordinance. The Clerk I/Treasury Management position is a full-time, non-supervisory position reporting to the Treasury Supervisor.

    • High School diploma or GED 
    • Two or more years of recent and relevant experience that demonstrates the ability to apply acute attention to detail in maintenance of detailed data, preferably in an automated systems environment
    • Prior Treasury or comparable experience highly preferred 
    • Basic mathematical aptitude, as well as alpha and numeric filing skills are required
    • Computer literacy which includes, but is not limited to, proficiency in Microsoft Windows suite

    ESSENTIAL FUNCTIONS

    • Provides excellent customer service to all in person, in email and over the phone; is approachable, helpful and personable; and answers questions knowledgeably and with patience
    • Initiates and maintains a complete and accurate record, using the financial and scanning software system and established division procedures
    • Reviews banking and credit card deposits and related daily banking services
    • Assists with managing the Board of County Commissioner’s (BOCC) Investments
    • Participates in division cross training initiatives to acquire knowledge and skill sets to support efficient functioning of the assigned division work
    • Assists Treasury Supervisor with the Treasury Management procedures and manuals  
    • Documents transaction and updates Treasury financial database 
    • Processes Cash Receipts daily
    • Assists County departments with cash receipts and their banking resources 
    • Regular and reliable attendance is an essential function of this job
