Treasury Manager manages all aspects of daily treasury operations to meet the financial obligations of the organization. Monitors cash reporting and forecasting, credit administration, lender compliance requirements, administration of business insurance programs, and debt facility modeling. Being a Treasury Manager allocates cash balances, maintains investment records, and prepares expense and earnings forecasts. Develops and implements department policies, procedures, and internal controls. Additionally, Treasury Manager ensures policies and procedures meet the organization's objectives, needs, and regulatory body requirements. Requires a bachelor's degree. Typically reports to a director. The Treasury Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Treasury Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required. Information Technology Applications Development
The following are the duties of this position at the full working level.- Performs extensive operational reviews, prepares comprehensive program analyses/evaluations and provides guidelines pertaining to the effectiveness of program operations in meeting established goals and objectives.
- Recommends program staffing; develops changes in methods, procedures and techniques to improve baseline measures; and conducts studies of employee/ organizational efficiency and productivity and recommends changes in improvements in organization, staffing, work methods procedures.
- Plans, coordinates and establishes operating methods and procedures for accomplishment of project mission, and as needed, directs the development and accomplishment of employee training relating to the project.
- May act as a senior analyst providing guidance and assistance to lower graded specialists and may also serve as a project manager responsible for accomplishing various analytical studies and/or projects to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs.

- This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. - Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-07 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Experience with functional programs, operations and processes sufficient to perform studies and evaluate program operations; Experience with analytical and evaluative methods and techniques and/or management and organization principles for assessing program development or execution and improving organizational effectiveness and efficiency.
OR
One (1) full year of graduate level education at an accredited college or university in a related field of study that demonstrate the necessary knowledge, skills and abilities to do the work.
OR
Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

A combination of qualifying graduate education and experience equivalent to the amount required.
