GENERAL SUMMARY
The Program Officer (PO) is responsible for the strategic planning and management of the organization’s grantmaking department; and oversees the agency’s grantmaking portfolio that encompasses Santa Clara and Northern San Benito counties. PO encourages grant proposals that advance the organizational grantmaking focus areas and priorities. Performs assessments of grant proposals, coordinates development of funding recommendations, develops program and policy recommendations, monitors grants once awarded, and evaluates grant impact upon the completion of THT-funded projects.
PO provides technical assistance to prospective applicants and grantees in proposal development, comprehensive proposal review and assessment, grant monitoring, grant evaluations and special projects; will work collaboratively with the CEO, Grants Committee and Board of Trustees.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Program Management
- Collaborate with the Director of Grantmaking to develop the annual strategic grantmaking plan.
- Supports in the Development and implementation of various instruments for soliciting proposals, including RFPs.
- Under supervision of the director, responsible for developing annual grantmaking pipeline and managing the department’s budget.
- Reviews concept forms and grant proposals, conducts site visits, assesses applicants’ requests and provides comprehensive technical assistance to applicants to ensure proposals are well conceptualized and meritorious for the Grants Committee and Board of Trustee’s review and consideration.
- Participates in community outreach and serves as a liaison between THT and grant seekers, the general public, policy makers and other constituencies.
- Prepares and presents written proposal summaries for the Grants Committee
- Oversees grant evaluation activities. Reviews Interim and Final Reports from grantees, analyzes the outcomes and prepares reports and presentations to the Grants Committee and Board of Trustees.
- Nurtures and strengthens the relationship with THT’s Hospital Sponsor. Responsible for the development of a streamlined workflow for grant contract and grant payment execution. Oversees and monitors contracts and grant payment disbursement between grantees, Hospital Sponsors and THT.
- Coordinates and develops content with THT communications staff to disseminate project findings and results, published reports and other program activities.
- Reviews and remains current in issues, data, and trends in health, philanthropy, and specific program investment areas.
- Participates on various leadership, management and program related teams to foster shared problem solving, creative innovation, and to accomplish special projects.
- Maintains knowledge of current trends and developments in the field by reading appropriate books, journals, other literature and attending related conferences and seminars.
Grants Management
- Manages a diverse portfolio of recipients across Santa Clara County and North San Benito County. Portfolio spans across the agency’s three Focus Areas, and includes issue areas that support health, but fall outside the agency’s program areas.
- Process grants through their full lifecycle, including creating, maintaining, and updating electronic and hard grant files, in accordance with the Grants Department procedures.
- Under the direction of the Director of Grantmaking, summarizes grant proposals for synopsis reports, annual report, tax reports and newsletter.
- Track grant start and end dates, due dates for deliverables and reports, and changes to grant timelines and scopes of work. Maintain Health Trust team members and grantees abreast of upcoming deadlines.
- Actively works in partnership with communications staff to amplify the impact of grantmaking and grantee partner community impact.
EXPERIENCE AND TRAINING
- Bachelor’s Degree from an accredited College or University or equivalent combination of education and work experience in the philanthropic, nonprofit, education and/or public sector.
- Seven years’ experience in grantmaking.
- Experience in program implementation in the philanthropic or nonprofit sector.
- Foundation experience or management experience within a human services agency.
PREFERRED EXPERIENCE AND TRAINING
- Master’s degree in health science or related field.
- Foundation experience or management experience within a human services agency.
- Experience in Grantmaking preferred.
- Experience in business plan development and budget preparation.

WORKING CONDITIONS:
- Normal office environment with little exposure to excessive noise, dust, and temperature.
- Local travel required.
- Car available for daily use with valid driver’s license and automobile insurance as required by the State of California.
