    Position Summary


    This position will coordinate region activities associated with Highway System Planning, Land Use Planning, Urban/Urbanized area Transportation Planning, Multi-modal Transportation Planning, Transit Coordination, and Highway System Function & Jurisdiction.

    This position is responsible for interpreting and implementing federal/state legislation, policy, guidelines, and administrative rules regarding bicycle/pedestrian accommodations as they apply to state and local highway improvement projects and programs in the Region. In addition, this position will serve as the Region’s technical expert to the Region’s planning and project development sections, consultants, and local communities on bicycle and pedestrian facility design and accommodation issues. This position is also the region’s primary liaison with the Federal Highway Administration and other state and federal agencies on bicycle and pedestrian matters. works as the Region’s Bicycle and Pedestrian Coordinator in evaluating project plans for state and local highway improvement projects. Work products include professional analyses and recommendations, detailed project plan review, comments and recommendations, community involvement materials, and developing complex study designs, reports, research, and evaluations, which provide significant input to the development of region, division, and department multi-modal transportation policies. Daily activities include project problem solving, data gathering, and communication across numerous projects and project teams.

    This position must maintain knowledge of all access controls on the state trunk highway system. This position must understand the access rules methodology and apply it while working with property owners to achieve an agreeable access solution. Decisions on access can impact whether millions of dollars are invested in local communities. These decisions protect the state’s highway investment and functionality.

    The majority of this work involves working directly with local, county, and regional government program managers providing technical assistance to plan and coordinate various transportation and land use planning efforts within the NW Region. Work directly with local, county, regional, state, and federal government agencies to develop new and innovative intergovernmental land use agreements for the purpose of maximizing the functional life of existing and planned transportation facilities and to minimize undesired land use impacts induced by existing and planned transportation facilities. Extensive cooperation with local units of government and other state and federal agencies is required and may involve very complex and politically sensitive community involvement activities. Often, others have differing ideas for managing the state trunk highway system requiring clarification from this position and assistance in developing policy directions. Position may require giving presentations to various stakeholders to inform, educate and gain public support during a transportation plan and study process.

    Maintain contacts with planning and zoning officials in the NW Region’s counties, the Duluth-Superior Metropolitan Planning Organization (MPO-MIC), Regional Planning Commission’s and communities within the region.

    Work involves sorting through numerous diverse, poorly defined and often conflicting existing policies and plans to develop recommendations for improvements, having documented and analyzed possible trade-offs and prior precedents.

    Salary Information


    The Urban & Regional Planner Entry is in schedule-range 07-04 with an annual salary of $56,160-$66,560.

    The Urban & Regional Planner Advanced is in schedule-range 07-03 with an annual salary of $64,480-$83,200.


    All positions have excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

    Qualifications


    A qualified candidate for the Urban and Regional Planner will have:

    • Experience reviewing and interpreting policies and procedures.
    • Experience communicating technical information to a non-technical audience.
    • Experience working with Geographic Information Systems (GIS) to perform activities such as creating and editing maps, etc.

    A well-qualified candidate for the Urban and Regional Planner Advanced will have the above as well as:

    • Experience working on planning studies related to land-use, multi-moto or transportation.
