The Verification and Validation (V&V) Coordinator is responsible for supporting the planning, coordination, and execution of the handover process for design-build projects. This includes developing and managing the handover plan, coordinating with stakeholders, and ensuring that all deliverables are completed prior to handover.

Responsibilities include but are not limited to the following:

• Conduct audits of the ISE and ICE in accordance with the approved ISE/ICE Management Plans.
• Conduct audits and surveillances of the DB Contractor in accordance with the Contract, and approved VV Plan.
• Perform oversight on the Contractor’s compliance to the CP1 VV&SC Contract requirements and the Verification & Validation & Self-Certification Plan.
• Perform oversight on the ICE/ISE compliance to the ICE/ISE Assessment Plan.
• Coordinate updates to the Verification and Validation Oversight Plan in accordance with the PCM Manual, CMM, and Book 3 Part B Subpart 1 VVSC.
• Facilitate with the Verification and Validation Oversight Manager to provide written notification to the DB contractor as needed.
• Support Safety and Security Certification requirements for the HST Corridor and adjacent railroad pertaining to the Federal Railroad Administration (FRA) and the California Public Utilities Commission (CPUC).
• Provide due diligence review of the Contractor’s performance in accordance with the Requirements Verification and Traceability Matrix (RVTM) and oversight of Certified Items List (CIL) and Interface Control Documents (ICD).
• Provide due diligence review of all Technical Contract Submittals.
• Confirm that handover activities follow the requirements of Substantial Completion and Final Acceptance under the PCM Manual, CMM, and Book 3 Part B General Provisions.
• Provide support for Certification activities.
• Provide input to monthly reports.

Skills and Competencies:

• Understands general principles of transit systems design, construction, operation, and maintenance.
• Articulate processes and manage progress against defined milestones.
• Organized data management for effective tracking log management. 
• Communicate effectively orally and in writing.
• Exercise judgment and creativity in making decisions.
• Prepare comprehensive reports and correspondence.
• Effectively manage time. 
• Proficiency with MS Office, SharePoint, CMS, Bluebeam, and Smartsheet.

Qualifications and Experience:

• Bachelor's degree in Civil Engineering, Planning, Business Administration, or a related field is desirable.
• 2 years as a project team member with experience in administration, design, construction, or construction management.
• At least 1 year of experience working on rail/transit design-build projects.
• Valid California Class C driver's license.
