Kids’ Harbor, Inc. is a non-profit 501(c)3 child advocacy center serving 10 counties and the Fort Leonard Wood Military Installation in southwest and central Missouri for over 20 years. Our mission is to provide coordinated response, healing, and prevention of child abuse.
Position Summary
Under the supervision of the Executive Director, the Program Manager is responsible for carrying out the purposes, policies and programs of Kids’ Harbor, Inc. as determined by the Board of Directors. Specifically, the Program Manager is responsible for managing the programs (including forensic interviews, advocacy, intake, prevention) at Kids’ Harbor, Inc. to ensure developmentally, culturally, and legally sound best practices and protocols are followed. The Program Manager will also be responsible for ensuring successful facilitation, coordination, and quality control of the multidiscipline team (MDT) response to child abuse and neglect victims, and team members. As part of the multidiscipline team approach, the Program Manager will consult and collaborate with forensic interviewers, child and family advocates, intake coordinators, law enforcement, military personnel, prosecutors, medical professionals, child protection workers, mental health professionals, court victim advocates, and other community-based victim service providers.
Essential Functions
- Provide on the job training for forensic interviewers, including shadowing, reviewing client documentation and providing regular supervision and feedback. Conduct annual formal evaluations
- Manage interviewing of prospective applicants for forensic interviewer, intake coordinator, receptionist, and other agency positions
- Directly supervise and work with the Intake Coordinator to ensure referrals for victim services meet criteria, services are scheduled appropriately and timely, and appropriate staffing is available to provide direct victim service and support
- Directly supervise and work with all agency forensic interviewers to ensure children are receiving quality forensic interviews that utilize and follow research based, nationally recognized, and agency adopted interview protocols and techniques
- Directly supervise and work with Child Advocates to provide initial on-site services as well as on-going advocacy to victims and their safe caregivers through crisis intervention, needs assessment, referrals, and providing other support and information as needed
- Nurtures a culture that ensures Kids’ Harbor’s staff deliver direct services that demonstrate continuous quality improvement and progress towards meeting the highest practice standards for quality
- Ensures the program and staff take all measures necessary to ensure the safety of clients
- Establishes and maintains a system for managing and monitoring performance including setting performance standards, goals, and expectations
- Ensures meaningful and challenging goals for performance improvement are established
- Holds supervisees accountable for achieving performance standards and goals
- Provide intake, advocacy, forensic interviews, and case management services to families when other direct service staff are unavailable or reach maximum caseloads
- Coordinate all forensic staff schedules to maintain and ensure proper service coverage for two offices at all times
- Attend and testify in court proceedings as requested/subpoenaed
- Compile and review monthly outcomes for forensic services; identify trends and discuss needs/strategies to improve processes with the Executive Director as well as for the purpose of grant reporting
- Develop and maintain inter-agency communication and networking among multidiscipline team (MDT) partners (i.e. law enforcement, Children's Division, military personnel, juvenile office, prosecutors, and medical and mental health professionals);
- Oversees all aspects of case review meetings including scheduling, cases lists, meeting facilitation, data reporting, and MDT learning/training
- Ensure appropriate referrals are generated and inter-agency protocols are implemented
- Attend, facilitate, and participate in Case Review and Multidiscipline Team meetings
- Promote strong effective working relationships
- Assess training needs of team members and coordinate or conduct such trainings
- Maintain current Memorandums of Understanding and successfully form new agreements as determined necessary
- Create, update, and maintain new multidiscipline team member onboarding and ongoing training
- Lead, motivate and educate forensic staff, assigned interns and volunteers
- Attend skills-based training to remain abreast of the latest issues, research, trends and best practice standards in child abuse and neglect and victim services
- Proactively seeks opportunities for continued growth & development. Accepts coaching as part of a supportive culture
- Monitors and evaluates program productivity and client outcomes
- Serves on community committees and/or boards to maintain collaborative relationships
- Attend annual agency functions, special events and meetings as necessary and appropriate
- Implement the interagency protocol used by all disciplines according to best practice standards required by the National Children’s Alliance for accredited membership in that organization
- Responsible for the evaluation of all client service programs to ensure program goals and objectives are met as stated in grant goals, objectives, and expectations set by the Board and Executive Director. Responsible for the development/administration of evaluation procedures/instruments to ensure goals and objectives are met
- Assists in the recruitment, training, and use of volunteers in the Kids’ Harbor, Inc. program whenever possible
- Perform job duties as laid out in Kids’ Harbor policies and procedures, standard operating procedures, and the recommended practice model as established by the National Children’s Alliance
- Perform other job duties as assigned
Requirements
Qualifications: A bachelor’s degree in human services, social work, psychology, criminal justice, or related field, or a minimum of five years’ experience working in the field of child abuse is required. Knowledge of dynamics of child abuse; knowledge of law enforcement, criminal, civil, and military court systems and how to communicate with and function within these systems; strong skills in public relations and negotiation; strong organizational skills; ability to engage children of all ages; and empower and mediate with parents in crisis; comprehensive understanding of community resources. Must work effectively with individuals from various economic, social, and cultural backgrounds. Successful candidates will demonstrate an ability to accomplish and advance program goals, a willingness to remain abreast of current research related to child abuse/neglect, forensic interviewing, and victim advocacy and an ability to remain sensitive and demonstrate appropriate boundaries with program clients, agency staff, volunteers and team members.
Able to be on-call and respond, as needed, after hours and on weekends within a reasonable time.
Knowledge, Skills, and Abilities: Attention to detail necessary to read and develop center materials along with verbal skills to communicate with the public. Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, children, families, multidiscipline team members, and the general public. Ability to define problems, collect data, establish facts, and draw valid and reliable conclusions. Ability to recognize and acknowledge vicarious trauma in the workplace and utilize the resources provided to address/mitigate the trauma's impact.
Physical: Must be able to use general office equipment and use computer software. Must be able to lift up to 25 pounds; working under pressure to meet deadlines. Must be willing to accommodate limited travel and work nights, evenings, weekends and holidays (minimal) if necessary.
WORK SETTING
Must be able to function amicably in a small, but busy workplace. Must acknowledge and adhere to the agency’s policies and procedures including confidentiality and code of conduct and adhere to the highest professional ethics, confidentiality, direction and judgment.
WORK HOURS
This is a full-time position; business hours are Monday through Friday, 8:30 a.m. to 4:30 p.m. Regular evening and occasional weekend work may be required.
TRAVEL
Travel may be required throughout the Kids’ Harbor, Inc. service area for clinical services within school settings, court, meetings, educational opportunities, and/or as the agency deems necessary. Provide own transportation (mileage reimbursed) with valid driver’s license and insurance coverage on vehicle.

Attendance: Regular attendance is a requirement of this position. Kids' Harbor, Inc. employees, who are full-time, are expected to work a 40-hour work week.
Other: The safety of children is a priority; all new employees must agree to and pass a Children’s Division and law enforcement background check annually due to the sensitive nature of work.
