Workers' Compensation Manager is responsible for developing, maintaining, and managing a company's workers' compensation program. Implements all matters of the program, including claim investigations, settlements, and litigation. Being a Workers' Compensation Manager establishes standards and procedures for all matters relating to workers' compensation. Responsible for finding an insurance provider that meets organizational goals of employee coverage and cost effectiveness. Additionally, Workers' Compensation Manager requires a bachelor's degree. Typically reports to a head of unit/department. The Workers' Compensation Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. Extensive knowledge of department processes. To be a Workers' Compensation Manager typically requires 5 years experience in the related area as an individual contributor. 1 to 3 years supervisory experience may be required.     Candidates must be reachable on the appropriate Civil Service eligible list.

    OR

    Candidates must have one year permanent or 55 b/c service in a title designated as appropriate for transfer in accordance with 70.1 or 52.6 of the Civil Service Law.

    OR

    Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. To be considered, you must meet the minimum qualifications and provide a copy of your letter of eligibility with your response.

    Candidates must have:
    Either 1. Three years of full-time experience in a position where your primary responsibilities included extensive in-person or telephone customer service experience with the general public resolving customer's issues and/or problems; explaining programs/services, policies, or procedures; reconciling accounts; or experience examining, investigating, processing, or adjusting insurance claims; or responding to technical questions from policyholders or claimants;
    Or 2. An associate’s degree and two years of full-time experience described in #1;
    Or 3. A bachelor’s degree and one year of full-time experience described in #1.


    Duties Description
    The Provider Administration Unit ensures that New York State health care providers adhere to the New York State Workers’ Compensation Law, rules, regulations, and promulgated policies. Specifically, the unit authorizes health care providers to treat injured workers and to perform independent medical examinations in the New York State workers’ compensation system and oversees the registration process through which health care providers affirm their continued participation. The Unit also monitors the license status of each authorized provider, assisting injured workers in identifying WCB authorized providers within their geographic area. Additionally, the unit oversees a complaint Intake process and investigates and responds to provider complaints submitted to the MDO.

    Duties of the WCE include, but are not limited to the following:
    • Process electronically submitted health care provider applications.
    • Monitor and respond to inquiries submitted to the provider@wcb.ny.gov mailbox and the provider fax mailbox.
    • Answer the telephone and assist injured workers and health care providers.
    • Perform research and complete tasks in support of the Provider Compliance Committee, including but not limited to: health care provider searches in CIS and analysis of provider activity, analysis of complaints regarding repetitive prior authorization requests, analysis of reports of independent medical examinations and provider treatment, sending completed letters to health care providers.
    • Answer the telephone and assist injured workers and health care providers.
    • Perform data cleanup of reports for publication in subject numbers.
    • Correspondence tracking and organizing documents and information relating to complaints against health care providers.
    • Review and process license renewal applications and affidavits for Medical Bureaus, X-ray-Bureaus, and X-ray laboratories.
    • Assist with special projects as necessary.
