The Program Manager of Fleet Performance (FPPM) is a member of the Fleet Operational Reliability Team (ORT) that supports the Reliability Control Board (RCB) as defined by TOPP 20-40-05. In this role, the FPPM is responsible for supporting, monitoring and surveillance of the overall fleet performance to ensure that the Reliability Program initiatives and objectives are achieving their desired fleet performance as defined annually by the RCB fleet performance standards.
In summary, the FPPM provides operational leadership, statistical data analysis, process investigation, problem-solving, decision-making support, customer support, and communications to ensure the corporate interests are represented by maintaining the highest standards of safety, airworthiness and reliability of Delta Aircraft and the administration of Delta's Reliability Program Document D074 (TOPP 20-40-05).
Directly supports the Fleet, Propulsion, and Component Engineering Managers with their respective fleet, engine or component types to identify root cause(s) and recommends tactical and strategic corrective actions of the top ATA fleet drivers.
Collects, analyzes and investigates statistical data from the Reliability Index, Operational Difficulty Index and the Component Performance Index per TOPP 20-40-07.
Through discovery of data trends and analysis the FPPM identifies troubled fleets, components or ATA systems, performs the statistical data investigation to determine contributing factors or root cause(s) relating to the underperformance of that fleet, component or ATA system.
Collaborates with Fleet or Propulsion engineering and other technical level system experts to perform maintenance stations visits to observe maintenance practices and processes that could help identify if human factors are also contributing to the root cause(s).
Defines and identifies root cause(s) and failure modes and facilitates the Safety Risk Assessment (SRA) process for each ATA in collaboration with respective fleet owners and their related system experts.
Helps identify possible corrective actions or technical solutions that will mitigate those risks, depending on severity and probability of occurrence rating.
Supports Maintenance programs’ time extensions and revisions of maintenance task intervals; reviews any maintenance program changes to ensure that the impact of fleet reliability has been considered before the item is implemented using the Maintenance Program Index or alternate data.
Supports special ad hoc data requests for engineering investigations. The principles of Six Sigma methodology DMAIIC (Define, Measure, Analyze, Improve, Implement and Control) are an integral part of this process.
Practices safety-conscious behaviors in all operational processes and procedures.
