District Valuer Service (DVS) is the business stream tasked with providing a range of statutory and non-statutory functions, many of which date back to the founding of the VOA in 1910. These are:

  • Provision of advice on valuations and apportionments for national taxation purposes
  • Provision of valuations and property advice for Other Public Bodies (OPBs) to support their implementation of a wide range of regulatory and legislative functions.
  • The delivery of government policies and estate strategies in situations where there is a property requirement related to the exercising of a public function and / or public money is involved.
  • The majority of the work is untied and undertaken on a contractual ‘earned funding’ full cost recovery charging basis.

Job description

Chartered Surveyor - Team Leader – Role Overview

We are looking for Chartered Surveyors to provide leadership and line management to a regional team consisting of G7 & SEO Chartered Surveyors and HEO surveyors that carry out valuation casework for DVS clients.

This is a technical surveying and leadership role, primarily involving managing a team, advising on complex casework and project management. We are looking for an experienced manager who is passionate about inspiring and motivating teams to achieve exceptional results. This role would suit someone who loves managing and developing teams and getting the best out of their people.

As a key member of our management team, you’ll bring your passion and enthusiasm for leadership to develop our future leaders, identifying opportunities for development, growth and improvement. Through your motivational skills you’ll inspire your team to be the best version of themselves, building individual confidence, capability and growth mindsets. This will include working closely with your team members, providing feedback, coaching, guiding and implementing development plans.

You will encourage collaboration and innovation within the team to ensure effective communication sharing of ideas and enable continuous improvement.

Chartered Surveyor - Team Leader – Key responsibilities

The role involves:

  • Providing leadership to a regional team including monitoring operational performance against strategic objectives while providing value for money.
  • Applying an advanced level of valuation surveying knowledge to casework activity, quality control of teamwork and project management.
  • Effectively managing the team’s performance through coaching and development discussions and taking proactive action where poor performance/attendance within the team is identified.
  • Creating and promoting an inclusive working environment that values everyone for their individual contributions.
  • Understanding and engaging the team regarding plans for change and encouraging and supporting innovation and continuous improvement.
  • Effectively working as part of a national team where liaison and flexible and smart working are paramount.
  • Identifying risks and issues and making recommendations on action to be taken.
  • Regular travel will be expected to offices within the region you line manage. Travel to meetings and events outside of your region will also be expected (some overnight stays may be required). We are reasonable with our expectations and provide flexible working arrangements to support this need.

Person specification

This is a leadership and technical role. You will have strong leadership skills with the ability to engage with, and influence, stakeholders at all levels.

Our ideal candidate is someone who can effectively manage a team and take into consideration everyone’s individual needs and create a genuine team spirit. Combined with an advanced technical surveying knowledge you will be part of a Team Leader cohort to deliver key objectives.

You will work closely with colleagues across the region in the transferring of skills across the sector to build capability.

You will enjoy a varied role that includes valuation and travel, and your skills and experience will enable us to provide an efficient, effective, service right at the heart of the public interest.

Essential Requirements

  • MRICS / FRICS in either Valuation or Real Estate pathway. The candidate must be eligible to join the RICS Valuer Registration Scheme (VRS), criteria as determined by the RICS is as follows: https://www.rics.org/globalassets/rics-website/media/upholding-professional-standards/regulation/rules-for-registration-of-schemes_2020.pdf
  • Full driving licence.
  • Experience of working in an Operational Delivery environment with strong business awareness.
  • Strong leadership and communication skills enabling effective management of a regional team. Being able to inspire and motivate the team to deliver its objectives to continuously improve individual and business performance.
  • Experience of delivering projects or services to high quality standards using effective prioritisation skills to manage competing demands.
  • A strong level of technical surveying knowledge, including the application of relevant legislation, case law, and codes of practice and professional RICS standards.
  • The ability to apply problem-solving techniques, sound technical and professional judgement, discretion, and independent decision-making.
  • Experience of collaborating and working effectively as part of a team, to deliver positive outcomes.
