Roles & Responsibilities:
- Under direction, supervises, assigns, reviews, and participates in the daily work of staff responsible for water meter reading operations; ensures work quality and adherence to established policies and procedures; provides training of staff; and performs the more technical and complex tasks relative to assigned area of responsibility.
REPRESENTATIVE DUTIES:
- Plans, prioritizes, assigns, supervises, reviews, and participates in the daily work of staff responsible for water meter reading operations.
- Ensures that meter reading schedules, service order assignments, operational program procedures and policies are followed.
- Redesigns meter routes as required due to growth, etc.
- Schedules reading of routes in order to meet American Water Works Association billing requirements.
- Produces route information for analysis, i.e. hi/lo readings, failed readings, no reads, tampering and leaks.
- Schedules Tech. Service work of turn-on/turn-offs.
- Responsible for supplies, including uniforms, vehicle assignment, and equipment needed to perform meter service tasks in the field.
- Responsible for responding to public inquiries, problems/complaints, investigations, water audits, and resolutions regarding water meter services.
- Must be knowledgeable of interrelated duties with other sections and divisions for cooperation and efficient resolution of problems.
- Reports to Operations any systems problems, i.e. low water pressure, line breaks, and disruption of service.
- Assists in the development of goals and objectives as well as policies and procedures; participates in the implementation of new/revised goals, objectives, policies and procedures to ensure compliance.
- Participates in the selection of assigned staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.
- Participates in the preparation and administration of the assigned program budget; submits budget recommendations; monitors expenditures.
- Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of water meter reading operations; incorporates new developments as appropriate into programs.
- Performs related duties as required.

- Working conditions in the office are clean, well lit, and free from extremes of temperature and humidity. Ability to see colors.
- Ability to perform tasks that require eye and hand coordination. Ability to see, ambulate independently, drive, bend, stoop, sit and stand.
- Ability to hear in the normal audio range with or without correction to listen for signs of danger, operate a radio and/or cell phone and communicate with others.
- Ability to maintain an effective working relationship with the public and other employees.
Working Environment:
- Occasional exposure to: extreme temperatures, humidity, rain; slippery or uneven surfaces and rough terrain; blood borne pathogens and other biohazards in meter boxes however, most time is spending in the office.
- Requires the ability to sit for long periods of time throughout the work day. Manual dexterity and vision sufficient to operate a personal computer for long periods of time without experiencing abnormal hand, wrist or eye strain. Hearing sufficient to understand conversations, both in person and on the telephone.
- Work environment is formal and informal, team-oriented, having both routine and variable tasks with variable pace and pressure.
MINIMUM QUALIFICATIONS:
- Graduate of an accredited high school or possess an acceptable equivalency diploma. report writing program, file.CognosMust be able to utilize all features afforded by word processing software,
- transferring programs and other required software and micro-computer equipment utilized by the assigned work unit. Must have five (5) years’ experience in administration in the areas of water, wastewater, and reuse metering; customer service; monitoring programs, billing and meter reading security. Must have five (5) years supervisory/management experience.
- Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within the classification.
SPECIAL REQUIREMENTS:
- Employee may be subject to working outside normal business hours for field visits, presentations and other public education events.
- Must have home telephone at the time of employment due to on-call and emergency call out.
- This position may be required to report for work when a declaration of emergency has been declared in Polk County.
