Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

Required experience: Seven (7) years of professional level experience* in a human services agency. At least one (1) year of this experience must have been in an administrator, manager, or coordinator capacity where you had responsibility for directing, organizing, and controlling the program and/or supervising the professional staff who directly run the program.

  • Professional experience is defined as experience performing one or more of the following:
  • Program planning, development, design, implementation, administration, evaluation and/or coordination of services for individuals.
  • Monitoring of programs to determine program effectiveness and adherence to federal, State, and/or local regulatory requirements.
  • Writing reports, creating written documents and/or conducting oral presentations to in-person or virtual groups.
  • Researching and analyzing data to identify trends and/or outcomes.
  • Experience in supporting priority initiatives and the development of policies, programs, and services that will have a statewide impact.
  • Facilitating groups, managing projects and/or multi-disciplinary team participation.

A bachelor's degree in an appropriate human services field** may be substituted for four (4) years of general experience.

A master's degree in an appropriate human services field** may be substituted for one (1) year of the required administrator, manager, or coordinator experience as described in the Minimum Qualifications.

**Appropriate degrees include, but are not limited to, the following human services fields: audiology, case management, community mental health, community services, counseling, education, family development, family studies, gerontology, health administration, hospital administration, human development, human services, health services administration, mental health counseling, non-profit administration, nutrition, occupational therapy, physical therapy, psychoanalysis, psychology, public administration, public health, rehabilitation counseling, social policy, social work, sociology, speech and language pathology, speech communication, and therapeutic recreation.

Duties Description
Under the direct supervision of the Health Insurance Information, Counseling and Assistance Program (HIICAP) Director, the incumbent will assist in providing comprehensive information, education, counseling, and assistance to the state’s older adults and individuals with disabilities through the state health insurance program. In addition, the incumbent will provide technical assistance to the Area Agencies on Aging (AAAs) to support their role in advising Medicare beneficiaries on Medicare, Medigap, Managed Care, Medicare claims, prescription drug programs such as Medicare Part D, Elderly Pharmaceutical Insurance Coverage (EPIC), Low Income Subsidy, Medicare Savings Program, and other health insurance programs. The incumbent will assist with developing and managing contracts with entities responsible for assisting Medicare beneficiaries and work with contractors who are responsible for providing counselor training. Additionally, the incumbent will assist with developing grants and writing reports required for state and federal partners.

In support of a person-centered service delivery model where a service need under HIICAP may indicate need(s) under other programs and vice versa, the incumbent will interact regularly and work collaboratively with other New York State Office for the Aging (NYSOFA) staff, as well as staff from other programs and state agencies on HIICAP related tasks.



  • Provide comprehensive information, education, counseling, and assistance to the state’s older adults and individuals with disabilities, especially for complex cases referred to NYSOFA.
  • Provide written and verbal programmatic technical assistance on Medicare and other health insurance programs to the AAAs and their subcontractors.
  • Assist with the provision of training to locally based HIICAP coordinators, counselors, and volunteers, as well as to Managed Care Consumer Assistance Program (MCCAP) counselors, to ensure that current Medicare information is provided, including any information and/or training related to specific grant initiatives (e.g., Medicare Improvements for Patients and Providers Act (MIPPA).
  • State HIICAP staff may conduct presentations for older adults, community-based organizations, and other stakeholders to inform them about various Medicare, Medigap and other health insurance program benefits and coverage.
  • Conduct field visits to monitor the efforts of the local HIICAP programs and MCCAP agencies.
  • Provide detailed direction to local program administrators and directors on Medicare and other health insurance program benefits.
  • Assist in the development of technical assistance, policy, and other guidance documents on HIICAP policy including Program Instructions (PIs) and Informational Memorandums (IMs).
  • Assist in the development of HIICAP, MCCAP, and other technical assistance grant applications required for federal and state narrative reports.
  • Review reports submitted by local programs and contractors.
  • Monitor and provide technical assistance to local programs and contractors to ensure compliance with project deliverables and the requirements of the SHIP Tracking and Reporting System (STARS), a web-based data system administered by the Administration for Community Living (ACL).
  • Prepare written communications and reports identifying program strengths and/or deficiencies and advise on corrective action plans and/or areas for improvement.
  • Respond to verbal and written inquiries from Medicare beneficiaries who have questions and/or issues with their Medicare and/or Medicaid coverage.
  • Educate NYSOFA staff on HIICAP activities and identify opportunities to support the objectives of HIICAP and other programs within the agency.
  • Participate in intra-divisional and interdivisional workgroups and meetings as assigned.
  • Provide training and mentoring to the Program Reporting Analyst and other program staff as assigned.
  • Serve as a support to the HIICAP Director and Data Analyst for the management of the HIICAP program data and reporting systems.
  • Provide technical assistance related to HIICAP data collection and reporting within the Statewide Client Data System and act as the HIICAP program lead interfacing with both internal NYSOFA staff and representatives from the vendor.
  • Register, attend, and successfully complete certified on-line courses for the National Incident Management System (NIMS) as needed.
  • Participate in and complete training related to NYSOFA’s Disaster Preparedness Plan.
  • Travel to emergency management disaster sites as needed to assist with disaster recovery activities and efforts.
  • Perform other tasks, activities, and duties as assigned.

Operational Needs:
  • Travel may be required (approximately 25%), including during evening and weekends, depending on mission and assignment.
  • Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
Additional Comments
  • There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
