General Purpose:

The primary purpose of this position is to provide special project and training support to the Recertification department of the Akron Metropolitan Housing Authority (“AMHA” or “Agency”).  Incumbent leads special projects such as regulatory compliance reviews, auditing, staff training, background preparations and maintenance of program specific reports. Specific projects will be assigned and directed based on the changing needs within the department. All activities must support AMHA's mission, strategic goals and objectives.

Essential Duties and Responsibilities:

The below statements are intended to describe the general nature and scope of work being performed by this position.  This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.

  • Coordinates and leads special projects; performs tasks related to the assignments; researches and drafts recommendations for procedures.
  • Audits in excess of twenty five percent (25%) of client portfolio; completes assigned audits in a timely manner.
  • Conducts staff training for new hires; prepares resource materials; assists with the auditing of new hire calculations; participates in various department trainings.
  • Conducts informal hearings in accordance with the AMHA Grievance Procedure and promptly completes complaint dispositions.
  • Maintains and updates various LIPH reports, including but not limited to Enterprise Income Verification (EIV) reports set forth by HUD regulations and AMHA guidelines. 
  • Assists with new move-in audits and corrections
  • Works in coordination with other departments within the Agency; provides expert assistance and support to staff members; assists with difficult or unusual cases; offers technical assistance.
  • Processes and responds to requests for minimum rent hardships in accordance with HUD guidelines
  • Performs regular quality control for tiered rent participants requesting hardships.
  • Serves as liaison between staff and Agency management; acts on behalf of supervisor when absent as directed.
  • Provides excellent customer services to residents, staff and the general public as necessary.
  • Supports other departmental activities as needed.

  • Devotes appropriate attention to AMHA Strategic Plan objectives as assigned, ensuring that such goals are met or exceeded.
  • Participates in coaching sessions; attends meetings and follows up as necessary.
  • Maintains a record of acceptable attendance and punctuality.
  • Other duties as assigned.

Job Competencies:

Knowledge of the policies, procedures and goals of the Agency; advanced knowledge of the United States Department of Housing and Urban Development’s regulations and procedures as related to LIPH; knowledge of rent determinations, the client interviewing process and the Public Housing Assessment System (PHAS); strong analytic and problem solving skills; knowledge of partnered local organizations (such as the Department of Jobs and Family Services, Social Security Administration, and other community outreach programs); knowledge and experience in project management, administrative planning and coordination activities; ability to prepare meaningful reports, summaries and presentations incorporating findings and conclusions; knowledge of records management processes and procedures; knowledge of grammar, spelling and punctuation; skills in multi-tasking and prioritization; ability to maintain confidentiality.

Education, Experience and Certifications:

Bachelor’s degree; and a minimum of three (3) years’ experience as a project coordinator, preferably with experience in LIPH; or the equivalent combination of education and experience. Public Housing Rent Calculation certification required. Experience with staff training is preferred.  

Computer Skills:

To perform this job successfully, an individual should have strong computer skills and extensive knowledge of database, e-mail, calendaring, internet, spreadsheet and word processing software. Knowledge of common office and mail processing equipment and machines as well as a proficiency in typing is required. Must be able to learn other computer software programs as required by assigned tasks.

While performing the duties of this job, the employee is frequently required to maintain a stationary position, operate computers and other office equipment, move about the office, attend onsite and offsite meetings, and communicate. The employee must be able to accurately exchange information in person, in writing and via e-mail and telephone. The employee must occasionally transport up to 20 pounds.
