Alabama State University, Division of Business and Finance, invites applications for the position of Director of Contracting and Acquisitions
(opened until filled). This position reports to the Vice President for Business and Finance, and supervises the operations of the Office of Contracts & Acquisitions in a manner to promote and ensure conformity with all applicable laws, policies, standards, and regulations; facilitates acquisition of materials, supplies and services; as well as, assures total compliance of the bid process for contracts and services and the oversight of all outside contracts for revenue streams for the various cost centers and units of the university in a manner to promote economic buying and revenue profits.

DUTIES AND RESPONSIBILITIES: - Improve the operational system, such as managing and recommending processes and policies in support of the mission of the university.
- Manage and increase the effectiveness and efficiency of policies and procedures to ensure conformity with all applicable laws and regulations relating to the acquisitions of goods and services.
- Review purchase order contracts for accuracy and compliance to all laws and university policies.
- Prepare proposals, negotiate contracts, and administer contracts in accordance with university, state and federal policies and legal requirements.
- Manage contract administration staff and provide guidance on complex contracts.
- Familiarity with a variety of the field’s concepts, practices and procedures. Rely on experience and judgment to plan and accomplish goals.
- Work closely and coordinate with the Accounts Payable Department to ensure accuracy of invoices pertaining to bid contracts to include approval before payment as a part of the contracting process of the same.
- Act as the project manager for all contracts that bring revenue streams into the university to include representing the university with the government and private industry clients.
- Ensure all guidelines are adhered to as stipulated by clients to ensure prompt payments of revenue to the university.
- Direct, coordinate, and supervise all subordinate staff of the department.
- Perform all other job duties as assigned.
A Bachelor’s degree in business administration (Master's degree preferred), management, logistics, and/or accounting, 5-7 years of experience in soliciting, coordinating or sufficiently managing the acquisition of goods and services, 5-7 years of management and supervisory experience, and working knowledge and understanding of applicable state and federal purchasing regulations are required. Must have exceptional operational skills, analytical skills, well developed interpersonal skills, numeracy skills, communication skills, team working skills, management and leadership skills, diplomacy, and the ability to motivate people.
