What are the responsibilities and job description for the Campaign Planner position at Alutiiq LLC?
Position Overview:
The Campaign Planner will be required to support actions for all of the below functions on the CT Operations team. These duties and responsibilities are specifically to manage the CT Team's coordination with State Department stakeholders and interagency partners, including the Office of the Secretary of Defense, the Joint Chiefs of Staff, the combatant commands and their components, the intelligence community, and others as needed. In this regard, the incumbent supports the CT Operations Manager for interagency planning, coordination, integration, and implementation of Counter-Terrorism counter propaganda and disinformation (CPD) campaigns. Specific coordination tasks include the GEC's response to NSC taskers on Counter-Terrorism matters, daily internal reporting, informational campaign and content generation requests, and data management operation.
Role and Responsibilities
- Operates with a high level of independence in planning, organizing, and carrying out assigned responsibilities, including defining requirements, initiating contact and coordinating activities with other organizations, and providing recommendations based on expert advice and guidance to the CT Operations Manager and/or CT Chief/Deputy Director.
- Helps formulate strategies and specific content for CPD campaigns and operations, including coordinating and integrating U.S. government interagency activities.
- Defines information requirements, monitors progress, and reports on important global developments.
- Assists in the development, implementation, and evaluation of operational requirements and coordination approaches that advance GEC mission objectives with State, interagency partners, and, as appropriate, foreign governments in support of the Global Coalition to Defeat ISIS. Specific activities include organizing, conducting, and reporting the outcomes of meetings, working groups, and related activities and involving GEC support to relevant task forces and interagency liaison events.
- Develops and maintain relationships with his or her counterparts with appropriate offices and bureaus.
- Assists in leading efforts at the interagency level to develop and maintain relationships with USG elements with capabilities and equities in the counter-disinformation space. His/her efforts contribute to the development of interagency strategies and campaigns for addressing disinformation, identify USG elements that have capabilities which can assist in the developed strategies, and then facilitate the delivery of such capabilities.
- Coordinates and plans CPD campaigns, activities, programs, and events with international counterparts, organizations, and coalitions in various regions to further the GEC CT mission.
- The incumbent performs other duties as assigned.
REQUIRED QUALIFICATIONS AND EXPERIENCE:
Preferred Qualifications and Education Requirements
- Knowledge of the theories and principles of political science, international relations, economics, history, geography, or other related disciplines applied in analyzing and evaluating factors and conditions involved in the administration of U.S. foreign policy programs.
- Knowledge and experience in developing strategic impact indicators, metrics and evaluation, measures of effect, etc. in relation to strategic plans or significant government programs.
- Skill in facilitating and leading discussions and/or dialogues with USG interagency, foreign governments, and non-governmental partners.
- Skill in developing project work plans.
- Significant experience and skill in designing, leading, and developing government planning processes at the strategic, operational, and tactical/field levels.
- Skill in application of fact-finding and investigative techniques; oral and written communications; and development of presentations and reports.
- Substantive knowledge of strategic communications, influence operations, and communications program design to guide and plan campaigns and projects within the purview of the office.
- Substantive knowledge of information and messaging programs to provide authoritative advice and guidance with regard to the policy implications of issues and developments in an assigned specialty area.
- Mastery of press and communication strategy to provide expert advice and guidance with regard to the policy implications of issues and developments in an assigned specialty area.
- Knowledge of current U.S. foreign policy objectives and programs to assess the relevancy and implications of global social, political, economic, geographic, and military issues, developments, and events affecting the formulation and execution of U.S. and coalition counter-messaging policy.
- Knowledge of U.S. foreign affairs information sources, processes, and organizations in order to apply the full range of available information resources and capabilities in supporting the needs of the Department.
- Ability to provide advice, guidance, and consultation with regard to the interpretation and application of analyses.
- Extremely skilled in oral and written communication to prepare and present analyses, provide guidance, solicit information, defend proposals, and negotiate agreements.
