Primary Role
Responsible for building, fostering, and maintaining the company's values and culture by leading the design, development, and delivery of operational training programs throughout the state; while maintaining compliance and increasing operational skills & competencies
Key Accountabilities
Identify and assess the training needs of the organization through job analysis, career paths, and consultation with managers to improve performance. (10%)
Plan, develop, and lead a comprehensive operational training program, including the design and implementation of new-hire and on-going compliance programs, manuals, and supporting material across all levels of a diverse and statewide organization. (30%)
Facilitate learning programs (classroom & virtual) creating a comfortable, inclusive, and engaging learning environment for discovery, discussion, and collaboration. (15%)
Select and manage resources (both internal employees and external vendors) to develop and deliver training in an effective and efficient manner. (5%)
Continuously seek and support new approaches, practices, and processes to improve the efficiency and efficacy of training services offered. (5%)
Manage the corporate LMS system for statewide users in terms of training entry, editing, reporting, etc. (5%)
Additional Key Accountabilities
Implement effective reporting processes. Provide analysis and support to all district operations and senior management with information required for various reports, budgets, and business plans. (10%)
Develop, maintain, and direct cost effective (on budget) solutions to meet training expectations and compliance requirements, while encouraging best practices, innovation, and safety throughout all operational areas in the state. (10%)
Direct the implementation of standards, targets, policies, and plans to ensure the continuing and increasing operational efficiency, effectiveness, and profitability. Ensure that operational integrity (quality, environment, reliability, health, safety, security, etc.) is maintained. (5%)
Contribute to effective communication by listening and providing constructive feedback; supporting the creation of an open and honest work environment; cascading and sharing knowledge and information relevant to other members of the team and colleagues across the business. (5%)
Advanced knowledge of current effective adult learning or development methods, incorporating experience of performing needs assessments, evaluation, and post training assess m e n ts.
Advanced facilitation experience for both classroom and virtual settings.
Knowledge/Skills
Training/educating/instructing required. Strong organizational, communication, and presentation skills required . Knowledge of Microsoft Office, Adobe, and Articulate 3/Storyline strongly desired
Knowledge of adult learning theory and/or instructional technology, curriculum development , research and data collection, analysis, and interpretation.
Knowledge of the business and technical environment, business operations, practices and processes. Knowledge of LMS systems, such as LEARN, SKILLSOFT, MOODLE, etc .
Wo rk i n g kn owl e dg e of OSH A re gulations/compliance and OSHA certification (10/30/etc) required.
Experience/Education
5 years facilitation experience to small/large groups across all levels of business. 5 years instructional design experience using a variety of learning methods.
Bachelor's degree in education/training/instructing/teaching required. Advanced degree strongly preferred.
OSHA 10, 30 or Advanced certification
Travel Requirements
Travel will be required dependent upon business needs; approximately 45% of the time within the state and 10% outside the state.
Work Environment
Work mainly conducted in an office setting, classroom , treatment plant or field environment
