SUMMARY OF DUTIES:
This position is responsible for managing the procurement functions for specific supply chains, commodities or services which may include but are not limited to: direct procurement for material required for maintenance of equipment or maintenance of way, indirect procurement including IT, enterprise services, capital equipment, and construction. The procurement contract approval authority for this position shall be in accordance with Amtrak’s signing authority policy matrix.
As this is an entry level supervisory position with direct reports, competent people management skills are essential within this role. It is important to lead by example, build a work culture of mutual trust and focus on employee strengths and areas of improvement for career growth and development. Openness and regular effective communication techniques with meaningful feedback is essential in maintaining a strong team. This position also requires SME-level technical knowledge in end-to-end strategic sourcing concepts and activities including conducting spend analytics, market analysis, demand analysis, RFx, contract negotiation and implementation, and ongoing strategic supplier management.
ESSENTIAL FUNCTIONS:
Manages a staff of professionals and support personnel for procurement functions including all activities associated with purchase order creations, maintenance, and expedites.- Aligns with and supports the Strategic Procurement team on implementing commodity and strategic sourcing strategies, RFx processes, supplier performance monitoring, and related project management.
- Works with Supply Chain to support inventory strategies and the S&OP process.
- Provides staff with guidance, direction, motivation and training. Serves as a backup for staff for overflow work.
- Works closely with departmental peers across functional areas to build procurement influence.
- Leverages best practices and makes decisions based on the best interests of the internal customers and Amtrak.
- Negotiates commitments with suppliers to ensure Amtrak requirements are met.
MINIMUM QUALIFICATIONS:
Bachelor’s Degree in business administration or related field, and 7 years of experience in purchase or materials planning or related fields. Or, the equivalent combination of education, training, and experience may be considered in lieu of degree.- Experience in or an aptitude for people management.
- Experience and ability to work with senior level management in supply chain, inventory management, and procurement program problem resolution.
- Prior satisfactory job performance.
- Must possess SME-level knowledge of procure-to-pay processes, strategic sourcing management processes, types of procurement contracts, commodity pricing, quality standards, sources of supply (including diversity suppliers), statements of work, negotiation techniques, value analysis and other cost savings methods.
- Effectively works in a fast-paced environment with frequently changing priorities and high volume of Purchase Requisitions.
- Ability to multi-task and handle day-to-day management of a variety of procurement activities. Adopts hands-on approaches as necessary.

PREFERRED QUALIFICATIONS & WORK ENVIRONMENT:
9 years of relevant experience.- Certified Purchasing Manager (CPM)
- Experience with ERP systems, specifically Ariba and/or SAP.
- Significant knowledge of supply chain, inventory management, commodity management, and supplier management.
- Project management experience.
- Proven record of accomplishment of improving business processes and delivering measurable results.
- Works in a climate-controlled environment.
- Uses a personal computer to access standard office automation software and Amtrak-specific applications to perform a variety of tasks, including communications, creating and reviewing documents, and analyzing information.
- Performs tasks that require sitting for extended periods.
- Requires travel via a variety of modes and work during irregular hours.
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
