SUMMARY OF DUTIES:
The Manager, Instructional Design will be responsible for enabling engaging learning experiences by coaching the Safety Technical Training Instructional Design team to produce high quality content that achieves learner success. The Manager will ensure Amtrak’s compliance with FRA regulation 49 CFR 243: Training, Qualification, and Oversight for Safety-related Railroad Employees. This role will also ensure that the ADDIE model is followed, and that newly designed or redesigned training meets various regulatory requirements for qualification and certification of Amtrak’s railroad operations employees (Transportation, Engineering, Mechanical). This role will take part in introducing new technology to support training such as Virtual Reality Training, remote learning technologies, and electronic document management systems. This position will interface with various stakeholders, subject matter experts (SMEs), instructors, and LMS administrators throughout the organization. It requires technical aptitude, appreciation for process, project management mindset and excellent communication skills.
ESSENTIAL FUNCTIONS:
- Manage team of internal Instructional Designers; coach to utilize adult learning principles and innovative methods in the conception, design and development of learning assets and large-scale learning projects
- Procure and manage contractors to augment instructional design staff when necessary; this includes authoring statement of work, following procurement policies in vendor selection, and oversee
- Own and revise Amtrak’s 49 CFR 243 plan as needed and conduct the regulatory required annual review of training
- Manage overall Instructional Design project portfolio
- Host regular training project portfolio status update meetings with training management and necessary stakeholders
- Manage power app for training project requests and associated tracking list
- Utilize project management skills with the ability to plan, prioritize, and coordinate work assignments
- Ensure successful implementation of new training programs using organization change management principles
- Manage electronic document library of final training material, archived training material and in progress material (currently housed in SharePoint)
- Collaborate with HR Learning & Development to share best practices/innovations and to ensure consistent training standards across the organization
- Provide assistance with the administration of the Learning Management System (SAP SuccessFactors)
- Manage special projects to advance technology and innovation within training examples include but are not limited to: Electronic Testing, Distance Learning, Virtual Reality, New Electronic Document Library
MINIMUM QUALIFICATIONS:
- Bachelor’s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of degree
- 7 years’ work experience in training design, training delivery, education, or railroad (11 years in lieu of degree)
- Experience with SharePoint administration (document libraries, lists, access controls) or other more formal electronic document management tools
- Advanced level proficiency with Microsoft Office365 tools (Word, PowerPoint, Excel, Outlook, Project, Teams, PowerApps)
- Experience with training development tools (Storyline, Captivate, Camtasia); Prior knowledge of designing interactive learning interventions and performance support tools and creating detailed storyboards
- ADDIE experience and application in corporate environment. Experience with various instructional modalities (i.e., web-based, self-paced, instructor-led, blended learning, workplace learning, etc.).

PREFERRED QUALIFICATIONS:
- 9 or more years of relevant experience preferred
- Advanced degree in Instructional Design, Education, or Engineering preferred
- One or more year managing others including remote teams
- PMP certification or program management experience
- Knowledge of Amtrak’s procurement policies and purchasing system (Ariba on Demand)
- Knowledge of Railroad Operations
